Qodari: Government Prioritises Job Security for KDKMP-KNMP Managers
Jakarta (ANTARA) - The government is prioritising job security in the placement process for managers of the Merah Putih Village/Sub-district Cooperatives (KDKMP) and Merah Putih Fishing Villages (KNMP), ensuring that the process does not merely focus on speed.
The Head of the Government Communications Agency (Bakom), Muhammad Qodari, stated that certainty regarding the working system is a vital foundation to ensure managers can perform their duties optimally from their first day.
“The placement process for managers is being conducted in a measurable manner. The government is not only pursuing rapid placement but is also ensuring that managers enter a clear working system and have certainty in performing their duties,” Qodari said in a statement in Jakarta on Monday.
According to him, the government understands that prospective managers who have passed the selection process require certainty regarding their start dates, placement locations, the nature of their employment relationship, and the benefits they will receive. This certainty is increasingly important as some prospective managers have already left their previous jobs to participate in this priority programme of President Prabowo Subianto.
Therefore, various administrative and legal aspects are being thoroughly prepared before placement takes place. This step is expected to allow managers to begin work immediately without facing ambiguity regarding their status or rights.
“This arrangement includes clarity on the employment relationship between the manager and the employer. For KDKMP, the employer is PT Agrinas Pangan Nusantara (Persero), while for KNMP, it is PT Agrinas Jaladri Nusantara (Persero),” Qodari noted.
In addition to the employment relationship, the government is also preparing contracts, rights and obligations, terms of service, social protection, and wage certainty. Through these regulations, every manager is expected to receive clear rights and protection while performing their duties.
For KDKMP, the Ministry of Cooperatives is currently preparing the placement of prospective managers through coordination with relevant agencies, including the State-Owned Enterprise (SOE) Regulatory Agency and PT Agrinas Pangan Nusantara (Persero).
Managers will hold the status of SOE employees, rather than Civil Servants (ASN), under a Fixed-Term Employment Agreement (PKWT) scheme for an initial two-year period of strengthening. Placement will be carried out gradually at designated assignment locations. A similar scheme is being applied to prospective managers of the KNMP.
The Ministry of Marine Affairs and Fisheries is preparing placements in coordination with the SOE Regulatory Agency and PT Agrinas Jaladri Nusantara (Persero).
Qodari emphasised that the alignment of rights and protection is a crucial part of the arrangement for both programmes. This ensures that managers of both KDKMP and KNMP can carry out their roles in their respective regions based on a relatively uniform and clear working foundation.
“In principle, every manager will be placed with clear rights and protection. Through these regulations, the government aims to provide both certainty and better protection for the prospective managers,” he concluded.
