Qodari: Digital social protection cuts 200-day process to five minutes
Jakarta (ANTARA) - Head of the Government Communication Agency (Bakom) Muhammad Qodari said the digitalisation of social protection (Perlinsos) has the potential to improve the accuracy of aid targeting while generating budget efficiency of up to Rp200 trillion.
During a press conference on Priority Programme Updates at the Bakom Auditorium in Jakarta on Wednesday, Qodari said digital Perlinsos integrates data from various ministries and agencies to accelerate the registration and verification of prospective social assistance recipients.
According to him, this data integration has reduced a process that could manually take up to 200 days to around five minutes in the digital Perlinsos trial.
“If done manually one by one, it takes 200 days, more than half a year. With this trial, it can be done in about five minutes,” Qodari said.
He explained that digital Perlinsos uses data from eight ministries and agencies as a filter for the eligibility of aid recipients. The data is then matched with decile data, which has been one of the indicators for determining eligibility for social assistance.
According to Qodari, digitalisation can also reduce the burden on local governments in carrying out data collection. He cited a trial in Surabaya that gave officials at the RT, RW, sub-district and district levels a more integrated database.
With this system, local governments no longer fully depend on manual data collection because the integrated data can serve as the basis for verifying aid recipients.
Qodari said the application of Digital Public Infrastructure (DPI) principles and the use of better data filters in the Family Hope Programme (PKH) and Non-Cash Food Assistance (BPNT) have the potential to save budgets of up to tens of trillions of rupiah.
If the system is applied to various other social protection programmes, the potential efficiency is estimated to reach Rp127 trillion to Rp200 trillion.

According to him, this potential efficiency is in line with the government’s efforts to ensure that every state budget is used effectively and that its benefits can be felt by the public.
