PVTPP Centre Strengthens Readiness Towards Corruption-Free Area Status
The Centre for Plant Variety Protection and Agricultural Licensing (PVTPP), part of the Secretariat General of the Ministry of Agriculture, is one of three work units within the ministry proposed to obtain the Corruption-Free Area (WBK) predicate at the national level in 2026. Various efforts are being undertaken to strengthen readiness, including a two-day activity on Strengthening Integrity Zone Development Towards a Corruption-Free Area held on 6–7 July 2026.
"Integrity Zone development is a shared commitment of the entire PVTPP Centre, not just the responsibility of the WBK Integrity Zone Development Team. All employees are expected to have the same understanding of integrity values and be able to demonstrate real implementation of bureaucratic reform in their daily duties," said Head of the PVTPP Centre, Leli Nuryati, while opening the event at the Centre for Agricultural Management and Leadership Training in Bogor on Monday (6/7).
Leli stated that through this strengthening activity, all employees are expected to share the same perception and commitment in building the Integrity Zone. Guidance from the speakers provided a valuable opportunity to refine various aspects that still need improvement, including strengthening policies, strategies, and steps to be prepared for the national evaluation process. "Thus, the PVTPP Centre will be better prepared to face the evaluation process towards the Corruption-Free Area predicate," she explained.
The activity featured speakers from various institutions with strategic roles in Integrity Zone development, namely representatives from the Deputy for Bureaucratic Reform, Apparatus Accountability, and Supervision at the Ministry of Administrative and Bureaucratic Reform, the Bureau of Organisation and Apparatus Human Resources at the Ministry of Agriculture, and the Internal Assessment Team of the Inspectorate of Investigation at the Ministry of Agriculture.
Sely Kurniawan, a representative from the Deputy for Bureaucratic Reform, Apparatus Accountability, and Supervision, provided guidance on bureaucratic reform policy and strategies for facing the Integrity Zone assessment. She emphasised that success in obtaining the WBK predicate is not determined by the number of documents prepared, but by the impact of Integrity Zone implementation, improvements in clean governance, and the quality of service directly felt by the public.
"The assessment team does not only look at document completeness but seeks evidence that change has truly occurred. Show the real impact of Integrity Zone development through improved service quality, innovation, strengthened supervision, and changes in work culture that can be felt by service users," she explained.
Nina Priyantina from the Bureau of Organisation and Apparatus Human Resources at the Ministry of Agriculture provided reinforcement on the implementation of the six areas of Integrity Zone change. She stressed that Integrity Zone development must align with the organisation’s business processes and the overall implementation of Bureaucratic Reform.
"Integrity Zone is not merely about fulfilling assessment indicators, but about how all organisational business processes run effectively, accountably, and are capable of producing increasingly high-quality public services. A work culture of integrity must become a habit for all employees," she stated.
Meanwhile, Herlina Dwi Astuti, a representative of the Internal Assessment Team from the Inspectorate of Investigation at the Ministry of Agriculture, presented the evaluation results of the PVTPP Centre’s Integrity Zone development documents. She appreciated the selection of the PVTPP Centre as one of the work units proposed to represent the Ministry of Agriculture in the 2026 WBK assessment.
“The selection of the PVTPP Centre as one of the proposed work units is the result of the commitment, hard work, and consistency of all staff in building clean, accountable, and public service-oriented governance. However, there are still several aspects that need to be strengthened to be better prepared for the national assessment," she noted.
Herlina explained that these aspects include refining evidence, strengthening the implementation of the Government Internal Control System, risk management, gratuity control, and conveying the real impact of Integrity Zone development through a before-and-after approach. In addition, all area change coordinators must ensure that every innovation and governance improvement is well documented and its implementation can be proven during the evaluation process.
Through this activity, it is hoped that the Integrity Zone development process will continue sustainably, not only as an effort to achieve the WBK predicate but also as a tangible manifestation of the PVTPP Centre’s commitment to delivering clean, professional, and accountable governance, as well as increasingly excellent public services for the community.
