Vladivostok — Russian President Vladimir Putin has stated that organising a new investment cycle requires the involvement of both the state and the business world to fulfil their respective obligations.

“When we speak about public-private partnerships—one of the promising areas for organising a new investment cycle—it is vital for both parties, including representatives of the private sector and the state, to meet their obligations and commitments,” Putin said during a plenary session of the Eastern Economic Forum (EEF) 2026 in Vladivostok on Thursday.

Putin noted that the state must create conditions that support investment in sectors critical to the economy. He conveyed that Moscow has large-scale investment projects whose cycles have essentially concluded, and Russia now needs to initiate a new cycle.

“These large projects, which I will not list in their entirety now, are being implemented by private companies with state support, primarily through the provision of necessary infrastructure, and these projects are being completed and finalised successfully. And we need a new cycle,” Putin added.

Putin stated that investment in the Russian economy will be carried out under stable conditions. He added that he is confident that ideas will be found to initiate this new investment cycle.

The city of Vladivostok, on Russia’s Pacific coast, is hosting the EEF-2026 from 1–4 September.
