After a six-year delay, Purwakarta Regency is preparing to overhaul its regional blueprint for the next two decades through the revision of its Regional Spatial Plan (RTRW). The current RTRW review is a crucial moment for Purwakarta to respond to the challenges of the times. Since the last review in 2016 and a revision in 2021 based on a letter from the Minister of Agrarian Affairs and Spatial Planning/National Land Agency, the dynamics of national policy and rapid regional growth have significantly changed the map of spatial needs.

Purwakarta Regency Regional Secretary Sri Jaya Midan emphasised that the RTRW is very important to accommodate the development of industrial, agricultural, and tourism areas without neglecting environmental sustainability. However, there is something special in this grand design: it is not only about concrete and asphalt, but about the soul of a region.

In preparing the Regional Regulation on the RTRW, the Purwakarta Regency Government has agreed to adopt the Tri Tangtu philosophy. This is a traditional Sundanese concept that emphasises balance between humans, nature, and the Creator.

The integration of local wisdom values is a strategy to ensure that Purwakarta grows as an economic growth centre while firmly maintaining its Sundanese character. By aligning spatial planning through appropriate zoning and behavioural regulations for the community towards the environment, Purwakarta aims to become a developed and independent region.

“The Regional Spatial Plan or RTRW is one of the important instruments in the implementation of spatial planning in Purwakarta Regency. The RTRW not only serves as a guideline for spatial utilisation and regional development, but also as a foundation for directing development so that it can proceed in an integrated, sustainable manner and in accordance with the characteristics and potential of the Purwakarta Regency area,” said Sri Jaya Midan during the RTRW socialisation at BJB Hall in Purwakarta on Thursday (20/8).

According to him, through the RTRW, Purwakarta Regency has a clear direction in determining the spatial structure and spatial pattern of the region, controlling spatial utilisation, and optimising the use of available resources. The RTRW also serves as a basis for creating certainty and order in development, while providing certainty for the community and business actors in utilising space.

He added that the preparation and implementation of the RTRW also requires cross-sectoral and cross-regional synergy. This is important considering that regional development cannot stand alone and is linked to the policies of the central government, the West Java Provincial Government, and areas bordering Purwakarta Regency.
