Pursuing 100% Service Coverage, PAM JAYA Partners with Bin Zayed International

The Jakarta Provincial Government, in collaboration with PAM JAYA, is strengthening strategic steps to ensure sustainable clean water availability for residents. One such initiative involves exploring cooperation with Bin Zayed International, an international company operating in sectors such as property, energy, construction, information technology, and infrastructure, based in Kuala Lumpur, Malaysia, on Monday, 27 April 2026.

This exploration follows a previous meeting between representatives of Bin Zayed and the Jakarta Governor at City Hall. PAM JAYA’s visit to Malaysia has opened further communications regarding potential collaboration, particularly in developing basic infrastructure and urban services.

As an initial step, both parties signed a non-disclosure agreement (NDA). This agreement opens avenues for data exchange, technical studies, and more detailed discussions on opportunities for cooperation in developing Jakarta’s Drinking Water Supply System (SPAM).

PAM JAYA’s President Director, Arief Nasrudin, stated that partnering with various parties is part of the strategy to address clean water service challenges. He emphasised that achieving 100% drinking water service coverage in Jakarta requires support from partners with capacity, technology, and experience.

According to Arief, the challenges extend beyond service expansion to reducing water leakage rates or non-revenue water (NRW). Jakarta’s status as a densely populated city with complex underground utility networks makes these efforts far from simple.

“Reducing NRW is one of PAM JAYA’s major tasks. In Jakarta, the challenges are not straightforward due to building density, complex utility networks, and continuously increasing service needs,” Arief said in Kuala Lumpur, Malaysia, on Monday, 27 April 2026.

He added that collaboration with various parties, including Bin Zayed International, is crucial to explore possibilities for technological support, investment, and relevant international experience for Jakarta.

In addition to SPAM development, Bin Zayed International has expressed interest in other strategic infrastructure projects, including the Giant Sea Wall. This interest aligns with efforts to transform Jakarta into a global city with resilient and sustainable infrastructure.

Besides Malaysia, PAM JAYA is also engaging in communications with partners from other countries such as Turkey and Switzerland. These communications aim to explore cooperation opportunities, knowledge exchange, and technology utilisation to enhance service quality.

Arief stressed that the NDA signing is not merely a formality but an initial step to ensure the collaboration process proceeds professionally, accountably, and based on thorough studies. He emphasised that the interests of residents remain the top priority.

“This is an entry point to ensure every collaboration process is conducted professionally, accountably, and based on mature studies. PAM JAYA will continue to uphold principles of prudence, good governance, and the primary interests of Jakarta residents,” he said.

Through this exploration, the DKI Jakarta Provincial Government and PAM JAYA hope to expand strategic collaborations in clean water provision, strengthen urban infrastructure, and improve community quality of life. This cooperation is also expected to support Jakarta’s efforts in building international networks towards a competitive and resilient global city.
