The Head of the Downstream Oil and Gas Regulatory Body (BPH Migas), Wahyudi Anas, has issued Decree Number 024/KOM/BPH.DBBM/2026, regulating the distribution of Specific Type of Fuel Oil (JBT) Solar and Assigned Special Fuel Type (JBKP) Pertalite.

The policy, signed by Anas and set to take effect on 1 April 2026, includes restrictions on Pertalite purchases for four-wheeled or larger vehicles. Private motor vehicles for transporting people and/or goods with four wheels may purchase a maximum of 50 litres per day per vehicle.

The regulation will also limit Pertalite purchases for public service motor vehicles such as ambulances, hearses, fire trucks, and garbage trucks to a maximum of 50 litres per day per vehicle.

For Solar, the government will limit purchases for private motor vehicles transporting people and/or goods with four wheels to a maximum of 50 litres per day per vehicle.

The same restrictions apply to public motor vehicles for transporting people and/or goods with four wheels, up to a maximum of 80 litres per day per vehicle.

Additionally, public motor vehicles for transporting people and/or goods with six or more wheels may purchase up to 200 litres per day per vehicle.

Solar purchase restrictions also apply to public service motor vehicles such as ambulances, hearses, fire trucks, and garbage trucks, up to a maximum of 50 litres per day per vehicle.

In implementation, the Assigned Business Entity, namely Pertamina, is obliged to record the registration numbers of motor vehicles using Specific Type of Fuel Oil, Solar type.

Furthermore, the Assigned Business Entity must submit reports on the progress of controlling the distribution of Specific Type of Fuel Oil, Solar (Gas Oil), and/or Assigned Special Fuel Type, RON 90 Gasoline, every three months or as required.

If the distribution of Specific Type of Fuel Oil, Solar (Gas Oil), and/or Assigned Special Fuel Type, RON 90 Gasoline exceeds the specified amount, the excess will not be eligible for subsidies and/or compensation, or will be calculated as General Fuel Oil (JBU).
