Purbaya to Promptly Revise PNBP Tariff Regulations for Ministry and Agency Services

Jakarta, CNBC Indonesia - The Ministry of Finance under the leadership of Finance Minister Purbaya Yudhi is planning to overhaul the general provisions regarding the determination of non-tax state revenue (PNBP) tariffs for ministries or agencies (K/L). Acting Director General of Budget at the Ministry of Finance Sudarto explained that this overhaul will be carried out through the issuance of a new government regulation (PP) that amends the PP on the determination of PNBP tariffs for K/L. “The PP is currently being amended,” said Sudarto at the Ministry of Finance Headquarters in Jakarta, quoted on Wednesday (6/5/2026). Through this amendment to the PP, he stated that the service tariffs of K/L that will enter the state treasury via the PNBP post will undergo adjustments, including tariff increases, decreases, and the establishment of new objects for service fee levies. “Of course, there will be some increases, some decreases, some splits, and some new ones. But just wait for the PP and its promulgation process,” Sudarto emphasised. As is known, the PP that has so far regulated the determination of service tariffs for K/L is contained in PP Number 44 of 2025 concerning the procedures for determining tariffs on types of PNBP, PNBP management, as well as the submission and resolution of objections, relief, and refunds of PNBP. Each K/L also actually has specific legal bases to set PNBP tariffs according to the specialisation of services they provide to the public. For example, for intellectual property (KI) services managed by the Ministry of Law through PP Number 45 of 2024. The Ministry of Law through the Directorate General of Intellectual Property (DJKI) is now also drafting a new PP to adjust PNBP tariffs for KI services, such as trademark registration to renewal. In the amendment to PP 45/2024, not all types of KI tariffs will be changed. From the public consultation exposition on 7-10 April 2026 obtained by CNBC Indonesia, for example, the tariff for SME trademark registration applications will remain at Rp500,000 per class, although there will be nomenclature adjustments. However, the tariff for general trademark registration applications will experience an increase of around 94.4% from the previous amount set in PP 45/2024, which was Rp1,800,000 per class. The new proposal in the public consultation is Rp3,500,000 per class. Nevertheless, DJKI emphasised that complete information on the types of services and tariffs that will change cannot yet be informed, because after the Public Consultation held last month, many inputs from stakeholders will subsequently be discussed again by the Inter-Ministerial Committee. “It will still be discussed first in response to the inputs collected during the public consultation,” said DJKI representatives.
