Purbaya to Offer Tax Incentives for Low-Income Subsidised Flats, Here's the Leak
Finance Minister Purbaya Yudhi Sadewa revealed that the Public Housing Savings Committee (Tapera) has agreed to use a Government-Borne Value Added Tax (PPN DTP) mechanism as a transitional solution to support the implementation of subsidised flat financing for low-income communities (MBR). He stated that through various financing instruments and fiscal support, access to decent and affordable housing for low-income communities will be increasingly open. “This step is expected to maintain the affordability of subsidised flats while accelerating the provision of housing for low-income communities without neglecting the principles of governance and fiscal sustainability,” Purbaya said during a Tapera Committee meeting at the Jusuf Anwar Hall of the Ministry of Finance. On that occasion, Purbaya also stressed the importance of policy synergy between the central government, regional governments, the banking sector, developers, and all stakeholders to expand public access to affordable and sustainable housing financing. “The government will continue to strengthen various financing instruments and fiscal support so that more low-income people can access their first home affordably and sustainably,” Purbaya stated. In addition to discussing fiscal support for subsidised flats, the Tapera Committee meeting held yesterday also evaluated the performance and work programme of BP Tapera for 2026, including various innovations and work plans prepared to expand access to housing finance. The Tapera Committee emphasised the importance of strengthening governance, programme innovation, and synergy with various stakeholders to improve the effectiveness of housing finance distribution for the community. The meeting also discussed the follow-up to various directives from President Prabowo Subianto regarding the acceleration of subsidised flat construction for MBR, including strengthening cross-ministerial and institutional collaboration to support the provision of decent, affordable, and sustainable housing. Through these various measures, the government together with the Tapera Committee is committed to continuously strengthening the national housing finance ecosystem to support the improvement of public welfare and realise more inclusive housing access for all Indonesian people.
