Purbaya: THR Not Yet Disbursed 100 Percent Due to Submission Process by Ministries and Agencies
Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa stated that the incomplete disbursement of Eid al-Fitr bonuses (THR) is due to the submission process from each ministry and agency (K/L). According to him, the main obstacle is not at the Ministry of Finance, but in the administrative stages at each proposing institution. “It’s at the ministries/agencies that are submitting. We just receive, pay, receive, pay,” said Purbaya in Jakarta on Friday. He explained that the government has prepared the entire THR budget from the state budget (APBN). However, disbursement can only be carried out after K/L submit payment requests in accordance with applicable procedures. Purbaya added that the completeness of requirements is a determining factor in accelerating disbursement. If documents are not complete, the payment process cannot be immediately processed. “The requirements might not be clear yet. I don’t know the details. It’s case by case, but clearly the money is ready on our end,” said Purbaya. He also assured that THR funds are available and ready to be channelled, with the process upholding the principle of prudence to comply with regulations. As of 25 March 2026, at 15:00 WIB, the realisation of THR payments for civil servants (ASN) in the central government reached Rp18.5 trillion for 2,500,524 employees. The breakdown includes THR payments for civil servants (PNS) of Rp10.33 trillion for 926,072 employees, non-permanent civil servants (PPPK) Rp1.04 trillion for 429,771 employees, Police (Polri) members Rp3.42 trillion for 489,654 personnel, Indonesian National Armed Forces (TNI) soldiers Rp3.37 trillion for 581,434 personnel, and non-civil servant government employees (PPNPN) Rp344.8 billion for 73,593 employees. Institutionally, 8,891 work units (satker) have realised THR payments, while all K/L or 98 agencies have submitted disbursements. For pensioners, THR distribution has reached Rp12.15 trillion to 3,728,195 recipients, or about 99.67 percent of the total target. This distribution was carried out through PT Taspen for Rp10.70 trillion to 3,221,955 pensioners and PT Asabri for Rp1.44 trillion to 506,240 pensioners. For state apparatus in regional governments, THR payment realisation has reached Rp20.54 trillion for 4,333,310 employees. These payments have been made by 523 regional governments out of 546, or about 95.79 percent.
