Finance Minister Purbaya Yudhi Sadewa is targeting tax and customs revenue of Rp 2,908 trillion in 2027 under the draft state budget (RAPBN). “Tax revenue is estimated to reach Rp 2,908 trillion,” Purbaya said during a press conference on the RAPBN and Financial Note for the 2027 fiscal year at the Directorate General of Taxes headquarters in Jakarta on Friday, 14 August 2026.

He explained that the tax revenue target in the 2027 RAPBN represents a 10.5 per cent increase from the 2026 state budget outlook of Rp 2,631.4 trillion. In detail, tax revenue is targeted at Rp 2,591.4 trillion, growing 12.1 per cent from the 2026 outlook of Rp 2,310.8 trillion, while customs and excise revenue is set at Rp 316.6 trillion, a correction of 1.2 per cent from the 2026 outlook of Rp 320.6 trillion.

Meanwhile, non-tax state revenue (PNBP) is targeted at Rp 517.4 trillion, a correction of 10 per cent from the 2026 outlook of Rp 575.1 trillion, and grants are set at Rp 700 billion, down 56 per cent from the 2026 outlook of Rp 1.5 trillion.

Accordingly, total state revenue is targeted at Rp 3,426 trillion, or growth of 6.8 per cent from the 2026 outlook of Rp 3,208.1 trillion. Purbaya said this growth would be achieved mainly through improvements in tax compliance and the tax base.

On the expenditure side, state spending in the 2027 RAPBN is set at Rp 4,097.2 trillion, or growth of 3.9 per cent from the 2026 outlook of Rp 3,942.4 trillion. Central government spending is targeted at Rp 3,362.2 trillion, or growth of 3.6 per cent from the 2026 outlook of Rp 3,245.5 trillion.

This comprises ministry and agency spending of Rp 1,504.7 trillion, down 7.7 per cent from the 2026 outlook of Rp 1,630.4 trillion, while non-ministry spending is set at Rp 1,857.5 trillion, up 15 per cent from the 2026 outlook of Rp 1,615.1 trillion.

Transfers to the regions are targeted at Rp 735 trillion, up 5.5 per cent from the 2026 outlook of Rp 696.9 trillion.

Overall, the 2027 RAPBN deficit is designed at Rp 671.2 trillion, or 2.40 per cent of gross domestic product (GDP). The primary balance, which reflects the state’s ability to manage debt, is targeted at a deficit of Rp 20.9 trillion.
