Purbaya states there are still revisions in the natural resources export proceeds regulation
Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa has revealed that there is still a process of refinement underway due to several revisions in the draft regulation revising export proceeds (DHE) from natural resources (SDA). This is the reason why the new DHE SDA regulation document has not yet been issued. Speaking in Jakarta on Tuesday, Purbaya explained that the revisions in question include requests for exemptions from several parties in the regulation. However, he did not specify which sectors or parts are undergoing changes. “There are minor revisions because several parties have requested exemptions, and the President has agreed because it is indeed inseparable from our intention to implement DHE,” he stated. Although still in the revision stage, the state treasurer assured that the new DHE SDA regulation will still be issued. He estimated that the regulation would be released this April. “DHE’s actual purpose is to retain domestic funds—those who borrow using domestic money, who use domestic resources but profit, with the money being used abroad,” the Finance Minister explained. The government is known to be revising Government Regulation (PP) Number 8 of 2025 on DHE SDA. However, to date, this revision regulation has not yet been implemented. This revision aims to lock in foreign exchange liquidity domestically to strengthen foreign exchange reserves and maintain rupiah stability. In the Ministry of Finance’s Domestic Foreign Exchange Liquidity Strengthening Policy Strategy document, it is stated that the new regulation will require the placement of exporters’ DHE foreign exchange in banks of the State-Owned Banks Group (Himbara). In addition, the latest provisions also lower the DHE foreign exchange conversion limit to rupiah from the previous 100 percent to a maximum of 50 percent.
