Purbaya: State Budget Only a Reserve Fund for PFII

Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa stated that the State Budget (APBN) will only be used as a reserve fund for the operations of the Pusat Finansial Internasional Indonesia (PFII) if necessary, not as the main source of financing. Initial funding for the PFII’s development will primarily come from investors, including Danantara, so the APBN’s involvement is merely anticipatory. “Not everything uses the APBN. The investors will provide the initial funds to build there. Danantara has a lot of money, not the APBN,” Purbaya said during the APBN KiTa July 2026 edition press conference in Jakarta on Tuesday. According to him, the APBN can only be used to cover operational needs for a certain period if there is a funding shortfall. “But in case they lack money to pay salaries, it can be covered by the APBN temporarily for a certain period. So it’s not all APBN,” said the Finance Minister. When asked whether the APBN is prepared as a shock absorber for PFII, the State Treasurer confirmed this, but viewed that the need would not be significant as Danantara still has adequate funding capacity. “For the initial funding, yes. But I anticipate it won’t be large, because the funds disbursed by Danantara are, in my view, more than sufficient. This is just a precaution,” he said. Previously, Deputy Chairman of Commission XI of the House of Representatives (DPR RI) Mohamad Hekal also stated that the APBN could be used to support PFII operations, particularly to maintain the continuity of court functions, but not as a source of investment financing. “It is not for making investments, but actually to keep the operations of PFII from stopping,” Hekal said when met by journalists at the DPR RI Building, Jakarta. Hekal explained that the initial capital for the PFII development is currently planned to come from Danantara. On the other hand, room for APBN usage is also prepared to support operational needs, including court financing and judges’ salaries, to maintain independence and institutional continuity. According to him, this scheme is necessary as a precautionary measure should obstacles arise during the PFII development that could hinder the project, ensuring that institutional operations, especially the courts, can continue to function.
