Purbaya Sets Tobacco Excise Revenue-Sharing Fund for 2026 at Rp 3.28 Trillion, East Java Receives the Largest Share

JAKARTA, KOMPAS.com - Finance Minister Purbaya Yudhi Sadewa has set the details of the Tobacco Excise Revenue-Sharing Fund (DBH CHT) for the 2026 fiscal year at Rp 3.28 trillion for all regions. This provision is contained in Ministerial Regulation (PMK) No. 12 of 2026. The regulation governs the distribution of DBH CHT down to the provincial, regency, and city levels. “Setting the details of the DBH CHT for the 2026 fiscal year at Rp 3,283,562,123,000,” states Article 2 of the regulation, as quoted on Monday (30/3/2026). East Java Province is the largest recipient. Its allocation reaches Rp 1.85 trillion. Several areas in East Java also record high figures. Pasuruan Regency receives Rp 224.68 billion. Malang Regency gets Rp 88.66 billion. Surabaya City receives Rp 29.32 billion. Central Java ranks second with Rp 764.87 billion. West Java follows with Rp 290.20 billion. These three regions serve as the national cigarette industry hubs. Their contributions are substantial to excise revenue. The distribution down to the regency and city levels is proposed by the governors. The Finance Minister still provides the final approval. This provision refers to Law No. 11 of 1995 on Excise. The regulation has been updated through the Harmonisation of Tax Regulations Law (HPP). This mechanism maintains central government control. Local governments still have room to adjust the distribution according to local conditions. The disbursement of funds follows the applicable legal provisions. This is stated in Article 3 of the PMK. The regulation takes effect from 4 March 2026. This regulation serves as a reference for local governments in preparing budgets based on excise revenue-sharing funds. The government targets a more targeted distribution of funds. The allocation is expected to reflect the real contributions of the regions.
