Purbaya Says Whoosh Debt Restructuring Complete, Rosan Awaits Official Announcement

CEO of Danantara Indonesia and Minister of Investment and Downstreaming/Head of BKPM Rosan Roeslani has responded to Finance Minister Purbaya Yudhi Sadewa’s statement that the debt restructuring process for the Jakarta-Bandung High-Speed Rail (Whoosh) project has been completed. Rosan said the government has conducted a series of cross-ministerial discussions to ensure the best solution for the strategic project.

“Yes, at that time for Whoosh we already had a meeting, we had a meeting with Mr Coordinating Minister for Infrastructure (AHY), Mr Finance Minister (Purbaya), and also us,” said Rosan after the press conference on First Quarter 2026 Investment Realisation and Implementation of KBLI 2025 at the Ministry of Investment and Downstreaming/BKPM Office, Jakarta, on Thursday (23/4/2026).

Rosan assured that the Whoosh project debt restructuring process is now just awaiting the government’s official announcement. He emphasised that the solution for the debt restructuring has essentially been agreed upon and now only requires technical follow-up, including communication with the Chinese partners.

“The solution is already there, and it will be followed up by the team to talk with the Chinese side. But the solution is already there, and yesterday we also did some sounding. Insya Allah this can be completed soon,” he added.

According to Rosan, the government is currently refining the final scheme before making an official announcement to the public. He said the detailed announcement of the restructuring scheme will be delivered directly by Coordinating Minister for Infrastructure and Regional Development (IPK) Agus Harimurti Yudhoyono.

“The scheme is being fine-tuned, but it would be better if it’s delivered directly by Mr Coordinating Minister for Infrastructure,” said Rosan.
