Purbaya says 2025 SAL position strong as fiscal buffer
Jakarta (ANTARA) - Finance Minister Purbaya Yudhi Sadewa stated that the Excess Budget Balance (SAL) position at the end of 2025, reaching Rp438.26 trillion, remains adequate and strong enough to serve as a fiscal buffer.
“This balance remains at an adequate level and functions as a fiscal buffer in facing various risks and uncertainties,” Purbaya said during the 23rd Plenary Session of the House of Representatives (DPR RI) Session V in Jakarta on Thursday.
Entering 2025, the initial SAL position was recorded at Rp457.54 trillion. The SAL was utilised to support the financing of the State Budget (APBN) by Rp93.15 trillion throughout the year.
Meanwhile, the Remaining Budget Financing (SiLPA) was recorded at Rp72.40 trillion. Following several other adjustments, the year-end balance was recorded at Rp438.26 trillion.
The government stated that this position demonstrates that fiscal space remains well-maintained.
The SAL plays a role as a fiscal cushion to ensure the sustainability of state financing, particularly amidst global economic dynamics and national development needs.
Furthermore, the balance sheet as of 31 December 2025 reflects a solid state financial position. Finance Minister Purbaya noted that this position represents the nation’s net wealth as well as the government’s fiscal capacity to support a sustainable development agenda.
From an operational perspective, government operational income was recorded at Rp3,006.42 trillion. Operational expenses reached Rp3,429.51 trillion, resulting in an operational deficit of Rp423.09 trillion.
Additionally, non-operational activities also recorded a deficit of Rp109.91 trillion. Consequently, the overall deficit in the operational report was recorded at Rp532.99 trillion.
As supplementary financial information, net cash flow from operating activities was recorded at minus Rp243.90 trillion. Investment activities also recorded a cash flow of minus Rp712.07 trillion, while transitory activities recorded minus Rp44.16 trillion.
On the other hand, financing activities recorded a positive cash flow of Rp828.37 trillion.
“The negative cash flow from investment activities reflects the government’s strong commitment to continue making productive investments to drive the acceleration of national development,” he said.
