Purbaya: No Tax Amnesty Unless Ordered by the President
Finance Minister Purbaya Yudhi Sadewa stated that he will not implement the Tax Amnesty programme (PPS) while serving as Minister of Finance. This policy, according to him, is taken to protect tax officials from practices that could open transactional loopholes.
“So I am protecting my colleagues in taxation. Moving forward, we will not implement tax amnesty again, unless there is an order from the President,” said Purbaya at the Ministry of Finance office in Central Jakarta, on Tuesday, 12 May 2026.
He stated that officials can work calmly, with the current main focus being to implement existing policies in a disciplined and integrity-driven manner.
Purbaya also mentioned that the tax amnesty programme will only be carried out if there is a direct order from President Prabowo.
Previously, there were rumours that the Directorate General of Taxes (DJP) would pursue participants in the voluntary disclosure programme who had not reported their assets. Purbaya stated that he would reprimand the DJP for that announcement.
Because, according to the State Treasurer, the DJP has repeatedly announced policies that cause public uproar. “There is toll tax, this tax, that tax. So, moving forward, only I can announce tax policies, not the Director General of Taxes anymore, to eliminate confusion,” he said.
The voluntary disclosure programme or tax amnesty was previously regulated in Law No. 7 of 2021 on Harmonisation of Tax Regulations (UU HPP). This tax amnesty policy has been implemented twice. It was first carried out in 2016-2017. In 2022, the government reintroduced the tax amnesty through the Voluntary Disclosure Programme, or tax amnesty volume II.
Since Purbaya took office as minister, he has repeatedly stated that he will not continue the tax amnesty programme. This statement was previously made on 19 September 2025. “If amnesty is done repeatedly, it sends a signal to taxpayers’ heads that it’s okay to violate because there will be amnesty again in the future,” he said at that time.
