Purbaya: Mass Account Opening Budget Not Yet Calculated, Will Not Reach Rp11 Trillion
Jakarta, CNBC Indonesia - Finance Minister Purbaya Yudhi Sadewa has denied that the budget for the mass bank account opening programme for the public has been set at Rp11 trillion.
According to him, that figure is still a rough calculation, and the government has not yet finalised the required budget or the number of recipients.
“It is not yet Rp11 trillion. This budget has not been calculated yet. Those who already have accounts might not be issued new ones,” said Purbaya when met at the Ministry of Finance office in Jakarta on Thursday (10/09/2026).
Previously, the government announced plans to provide bank accounts to the public as part of expanding financial inclusion. The programme is aimed at ensuring citizens have accounts linked to population data.
However, Purbaya emphasised that the implementation mechanism of the programme is still under discussion, including whether individuals who already possess accounts will be issued new ones.
“We do not know yet; we will see. I do not know the details. Who will open them? Danantara? BSI is only in Aceh. Outside of Aceh, it will be BRI. So, I do not know the details yet. We will see how it unfolds,” he said.
Purbaya ensured that the government does indeed have budgetary space to support the programme. However, he estimates that the required funds will not reach Rp11 trillion.
“We have reserve funds that can be used. But I am confident it will not reach Rp11 trillion. It will not reach 200 million (people),” said Purbaya.
He stated that the government still needs to calculate the number of residents who are truly the targets of the programme. The previously circulating figure, according to him, remains a rough estimate.
“During the meeting at the Palace with the President, that figure was not mentioned. That was likely just a rough calculation. We will see how it goes,” he added.
Purbaya was also unable to confirm the exact number of accounts to be opened, as the government is still conducting mapping based on population data.
“What is clear is that all these figures are still rough. After that, it will be properly calculated. 200 million (people), 85 million (people) who are under 17 years old,” he said.
Although the overall mechanism is not yet final, Purbaya revealed that one scheme that is clearer is that individuals who newly obtain an Identity Card (KTP) will have an account opened for them immediately.
He noted that these accounts could subsequently receive direct fund transfers from the government.
“But what I know for certain is that when someone makes a KTP, an account will be opened immediately, and money will be transferred directly into it,” Purbaya concluded.
