Purbaya Imposes Anti-Dumping Duties on Duplex Cardboard from Three Countries

Finance Minister Purbaya Yudhi Sadewa has issued a new regulation on anti-dumping import duties (BMAD) targeting duplex cardboard products originating from the Republic of Korea, Malaysia, and Taiwan. The policy is set out in Minister of Finance Regulation (PMK) Number 40 of 2026. The new PMK will take effect from 27 June 2026 until 26 June 2031. “In accordance with the results of the investigation by the Indonesian Anti-Dumping Committee, evidence of dumping has been found on imports of duplex cardboard products originating from the Republic of Korea, Malaysia, and Taiwan, thereby causing injury to the domestic industry,” the PMK states. The preamble also notes that a causal link was found between the dumping and the injury suffered by the domestic industry. Anti-dumping import duties are state levies imposed on dumped goods that cause injury. In addition to import duties, imported goods may also be subject to anti-dumping import duties if the export price of the imported goods is lower than their normal value, as stipulated in Government Regulation Number 34 of 2011 concerning Anti-Dumping Measures, Countervailing Measures, and Trade Safeguard Measures. The BMAD in the new PMK is imposed on duplex cardboard products, described as multi-layer cardboard, weighing from 210 to 450 grams per square metre, with a predominantly white top surface and a grey back surface, falling under tariff headings ex4810.32.90 and ex4810.92.90. The imposition of the Anti-Dumping Import Duty is an addition to the general import duty (most favoured nation) or preferential import duty based on international agreements or arrangements that have already been imposed. The BMAD tariff formula is calculated by multiplying three components: the BMAD tariff per unit of goods in a certain currency, the number of units of goods, and the currency exchange rate. Importers must present a Certificate of Analysis (CoA) document containing information on the brightness level of the duplex cardboard product when submitting the customs import declaration for these types of goods from the three countries.
