Purbaya Imposes Anti-Dumping Duties on BOPET Imports from Three Countries

Jakarta, CNBC Indonesia - Finance Minister Purbaya Yudhi Sadewa has imposed anti-dumping import duties (BMAD) on biaxially oriented polyethylene terephthalate products, also known as BOPET, originating from India, China, and Thailand.

The imposition of these special tariffs on BOPET from the three countries is established in Ministerial Regulation on Finance (PMK) No. 14 of 2026, effective three days from its issuance on 1 April 2026.

“The results of the investigation by the Indonesian Anti-Dumping Committee have proven that dumping practices on imports of biaxially oriented polyethylene terephthalate products originating from India, the People’s Republic of China, and Thailand are still ongoing, thus necessitating the imposition of anti-dumping import duties,” as quoted from PMK 14/2026, which Purbaya signed on 13 March 2026, cited on Thursday (2/4/2026).

Anti-Dumping Import Duties are state levies imposed on dumped goods that cause injury, and are permitted by the World Trade Organization.

The BMAD applies to BOPET imports in forms such as plates, sheets, films, foils, and other strips, made of non-cellular plastic that is not reinforced, not laminated, not supported, or not combined in such ways with other materials, falling under tariff positions ex3920.62.10, ex3920.62.91, and ex3920.62.99, originating from India, the People’s Republic of China, and Thailand.

These various forms of BOPET goods are then subject to BMAD, which is in addition to the general import duty (most favoured nation) or preferential import duty based on international agreements or arrangements already imposed.

In cases where the provisions of international agreements or arrangements are not fulfilled, the imposition of Anti-Dumping Import Duties on imports from countries included in such agreements or arrangements is in addition to the general import duty (most favoured nation).

The detailed BMAD rates are as follows:

  • For India: producer SRF Limited is subject to a BMAD rate of 8.5%, Vacmet India Limited 4.0%, Jindal Poly Films Limited 6.8%, Ester Industries Limited 4.5%, and Other Companies 8.5%.

  • For China: producer Shaoxing Xiangyu Green Packing Co., Ltd is subject to a BMAD rate of 2.6%, and Other Companies 10.6%.

  • For Thailand: company SRF Industries (Thailand) Limited is subject to a BMAD rate of 5.4%, Polyplex (Thailand) Public Company Limited 2.2%, A.J. Plast Public Company Limited 7.1%, and Other Companies 7.1%.
