Purbaya Ensures Saguling Floating Solar Project Can Resume Operations
Finance Minister Purbaya Yudhi Sadewa has assured that the Saguling Floating Solar Power Project owned by PT Indo ACWA Tenaga Saguling (ACWA), a joint venture between PT PLN Indonesia Power Renewables and ACWA Power, can resume operations. “Later, West Java, PLN, and the Forestry Ministry are all committed to accelerating this project. We ensure that within a month from now, you can already move forward. We will monitor from time to time,” said Purbaya while leading the debottlenecking session of the Task Force for Accelerating Strategic Government Programmes (P2SP) at the Ministry of Finance Office in Central Jakarta, Thursday, 7 May 2026. In the forum, Purbaya requested that the West Java Provincial Government and the Forestry Ministry not complicate the land acquisition process for the project. To Purbaya, the CEO of ACWA Power Indonesia, Tim Anderson, conveyed that the main obstacle to the project is the pending issuance of the Forest Area Utilisation Approval (PPKH) from the Forestry Ministry. He explained that the land owned by Indonesia Power or the land of residents that has been acquired is not problematic, but there is still about 4.4 km of land owned by the Forestry Ministry that requires such permission. “Approximately 4.4 km owned by the Forestry Ministry. To use those special facilities, we must have PPKH permission,” said Tim. A representative from the Forestry Ministry stated that the PPKH application is not yet complete due to the absence of a recommendation letter from the West Java Provincial Government as one of the administrative requirements. Meanwhile, the Secretary General of West Java Province, Herman Suryatman, said that the recommendation has not been issued because there is no commitment to fulfil the replacement land of 1,081 hectares. According to him, the obligation to provide replacement land by PLN has only been realised for about 159 hectares or 14.7 percent of the total promised. Therefore, he requested PLN’s commitment to fulfil that obligation in West Java, considering the remaining replacement land to be provided is still substantial. In addition, the West Java Provincial Government requested that ACWA create an integrity pact to ensure there is no tree felling that could potentially trigger environmental damage and natural disasters. After hearing explanations from the relevant parties, the debottlenecking session agreed that PLN can complete the obligation to provide replacement land of 1,081 hectares by 2027.
