Purbaya Ensures Minimal State Budget Portion in Whoosh Debt Repayments

Jakarta, CNBC Indonesia - Minister of Finance Purbaya Yudhi Sadewa will minimise the portion of the State Revenue and Expenditure Budget (APBN) used to pay debt instalments. However, he declined to detail the repayment scheme that will be implemented. This was conveyed to reporters who met him at the Ministry of Finance office in Jakarta on Thursday (23/7/2026). “Even though the APBN is under the government, we will minimise as much as possible the APBN funds used to pay for Whoosh, but it will be managed by us,” said Purbaya on Thursday (23/7/2026). Purbaya previously stated that the mechanism for resolving the KCIC debt has been established. However, the implementation process will only commence after the handover of KCIC to the Ministry of Finance. “We are waiting for the scheme to be handed over to me, then we will settle it. But it is already clear how to settle it,” he said at the Presidential Palace Complex on Wednesday (15/7/2026). Purbaya said he received instructions from President Prabowo Subianto to resolve the KCIC debt. However, he confirmed that a special scheme has been prepared, which does not necessarily require the use of state budget funds. “The KCIC. It is currently still under Danantara, and will later be handed over to me. Because the President’s order is for us to settle it. But the APBN does not have to be used; I have a specific scheme where there are tools and vehicles outside of the existing ones that can handle KCIC,” he stated. He further emphasised that the takeover of KCIC has already been decided. The administrative process is currently underway at Danantara, although he could not confirm when the takeover process would be completed. “The administrative process is ongoing. It has actually been decided, just the administrative process is running. Once Danantara is clear, it will be finished. After that, we will report back to the President,” he explained.
