JAKARTA, KOMPAS.com – Finance Minister Purbaya Yudhi Sadewa said the new DHE SDA policy, effective 1 June 2026, will strengthen the national banking sector, particularly banks in the State-Owned Banks Association (Himbara). According to Purbaya, the requirement to hold DHE SDA funds domestically will increase foreign currency liquidity in banks, as export proceeds will no longer flow heavily overseas. ‘The impact on Himbara is clear. They will hold more dollars and have greater cash reserves. In finance, cash is king. With stronger liquidity, Himbara banks’ positions will become more robust,’ Purbaya said at a press conference at Wisma Danantara in Jakarta on Sunday (31 May 2026). The regulation requires exporters to retain export proceeds in domestic banks as part of efforts to strengthen national economic resilience. Purbaya explained that increased liquidity in domestic banks would expand financing capacity for productive sectors and support economic growth. Until now, Finance Minister Purbaya noted, some export proceeds have been held overseas, meaning their benefits for the domestic economy have not been optimal. Beyond banking, Purbaya believes the policy will also strengthen overall national financial stability. He said additional liquidity and enhanced oversight of DHE management would make Indonesia’s financial system more resilient against global economic volatility. Finance Minister Purbaya added that the new policy would also improve the implementation of DHE regulations, which have previously been deemed suboptimal. Purbaya is optimistic that increased domestic fund retention will boost positive sentiment in financial markets and among investors. ‘The impact should be positive for banks, the economy, and ultimately strengthen Indonesia’s financial sector,’ Purbaya said. The government hopes the DHE SDA retention policy will boost domestic foreign reserves, strengthen national banking liquidity, and support financing for productive sectors driving economic growth.
