Purbaya Denies Coal Export Duty Caused Customs Revenue Shortfall

Finance Minister Purbaya Yudhi Sadewa has refuted claims that a shortfall in customs and excise revenue is due to the delayed implementation of a coal export duty. The statement was made during the presentation of the APBN KiTA report on Tuesday (21/7/2026). Purbaya projected that customs and excise revenue realisation by the end of 2026 will be below target, resulting in a shortfall. The estimated realisation for customs and excise revenue in 2026 is Rp 320.6 trillion, or 95.4% of the 2026 state budget target of Rp 336 trillion. This represents a shortfall of Rp 15.4 trillion. “Well, that [coal export duty] was also not there last year, so it is not because of that,” he explained. Purbaya explained that the potential customs and excise revenue shortfall takes into account commodity price fluctuations, which are heavily influenced by unfavourable global economic developments. The government has planned a policy for an export duty on coal. This policy aims to increase state revenue and support downstream industrialisation. The proposed tariff is tiered, ranging between 5% and 11%, following coal market prices. However, the discourse on imposing an export duty on coal commodities has yet to be released. As the first semester concluded, the coal export duty had not been ratified, even though the discussion had surfaced since last year.
