Purbaya Confident Cigarette Excise Revenue Will Rise in 2027
Finance Minister Purbaya Yudhi Sadewa is confident that cigarette excise revenue will rise, helping to boost customs and excise receipts in the 2027 State Budget Draft (RAPBN).
“Cigarette excise should increase,” Purbaya said when met at the Jakarta Convention Center area on Thursday (20/8/2026).
In the Financial Note and the 2027 Fiscal Year State Budget Draft, the government targets excise revenue of Rp 235.3 trillion in 2027, up 0.4% from the 2026 outlook of Rp 234.4 trillion.
Purbaya said the increase will be supported by strengthening the Directorate General of Customs and Excise (DJBC), particularly in risk-based supervision through the use of information technology, as well as enhanced synergy with regional governments and law enforcement agencies.
On the other hand, the tobacco excise tariff (CHT) policy will be implemented in a more measured manner, taking into account industry conditions, public purchasing power, and the effectiveness of consumption control, so as to maintain a balance between the regulatory and revenue-raising functions of excise.
“So it will tend to rise. I think it will rise. Why? We will improve customs and excise again to make it more efficient and more effective,” he stressed.
For context, total customs and excise revenue in the 2027 RAPBN posture is actually lower than in 2026, at Rp 316.6 trillion, down from Rp 336 trillion in the 2026 State Budget.
However, Purbaya believes that with various internal reform efforts at the Directorate General of Customs and Excise, customs and excise revenue will be pushed higher in 2027.
