Jakarta, CNBC Indonesia – A number of ministers from the Red and White Cabinet gathered at the office of the Coordinating Ministry for Economic Affairs on Thursday, 21 May 2026. It appeared that attendees included Trade Minister Budi Santoso, BI Governor Perry Warjiyo, and Deputy Energy and Mineral Resources Minister Yuliot Tanjung, around 09:55 WIB. State Secretary Prasetyo Hadi arrived afterwards. Also scheduled to attend was Finance Minister Purbaya Yudhi Sadewa. Danantara Indonesia Chief Investment Officer Pandu Sjahrir was also present at the morning meeting.

They were scheduled to discuss the implementation of the formation of a state-owned enterprise dedicated to export, named PT Danantara Sumber Daya Indonesia (DSI). ‘That is one of them,’ Prasetyo said when asked about the meeting agenda. He stressed that the meeting is a routine that has been held frequently in recent times.

As is known, President Prabowo Subianto, in his address to the 19th DPR plenary session on Wednesday, 20 May 2026, touched on the formation of a special export SOE as a step to close under-invoicing practices, referencing leakage of national wealth, especially from natural resource trade. In his speech, Prabowo stated that one of Indonesia’s big economic problems is that not all profits from exports stay in the country. He referred to under-invoicing, under accounting, transfer pricing, and smuggling as gaps that make state revenue suboptimal.

In the presentation shown during the speech, the cumulative value of export under-invoicing from 1991-2024 was US$908 billion, or around Rp15,980.8 trillion (assuming Rp17,600/US$1). The figure comes from UN Comtrade 2025 as processed by the NEXT Indonesia Institute.

Under-invoicing is part of trade misinvoicing, a form of illicit financial flow in international trade. This occurs when the value of a transaction in an invoice is set lower than its actual value.

The initial stage of the proposed export-special SOE will operate in June 2026.

Below is the operational scheme for the export-special SOE to be established in the Government Regulation (PP) on Export Governance of Extractive Commodity Resources (SDA) as presented by President Prabowo Subianto:

Phase I: (Export processing)

From 1 June to 31 August 2026

The company must shift its transactions to the SOE

The SOE must transact and contract with all overseas buyers

Phase II: (Export processing)

From 1 September 2026

Transactions & Contracts with overseas buyers -> wholly the SOE

Export management responsibilities & authority -> SOE
