PT Pupuk Indonesia (Persero) is exploring opportunities for strategic cooperation regarding the development of global-scale ammonia and urea production facilities, specifically the Nakhodka Fertilizer Plant Phase 2 (NFP-2) in the Primorsky Krai region, Russia, which is being developed by the holding company JSC Ruschem. This exploration is part of Pupuk Indonesia’s efforts to strengthen supply source diversification and expand its positioning within global assets and supply chains.

The signing of the Memorandum of Understanding (MoU) for this joint study took place during the 11th Eastern Economic Forum (EEF) in Vladivostok, Russia, on 3 September 2026.

President Director of Pupuk Indonesia, Rahmad Pribadi, stated that exploring research cooperation with Russia is a strategy to expand alternative production and supply sources to increase the resilience of the national fertiliser supply chain. This exploration also opens potential access to gas-based ammonia-urea production with a competitive and environmentally friendly raw material cost structure.

“This exploration of research cooperation is one of Pupuk Indonesia’s long-term strategic options to secure access to raw materials and global production capacity. This is in line with the directives from Danantara for Pupuk Indonesia to play an increasing role in strengthening national food security, while simultaneously expanding its role in the global fertiliser industry,” said Rahmad.

The Minister of Investment and Downstreaming, who also serves as the CEO of Danantara, Rosan P. Roeslani, stated that this exploration is a concrete follow-up to the meeting between President Prabowo Subianto and President of the Russian Federation Vladimir Putin during the 11th EEF. This cooperation opens global investment opportunities for Pupuk Indonesia and strengthens the resilience of raw materials and the national industry.

“Pupuk Indonesia’s performance is becoming increasingly better and more efficient, so it has very great potential to invest in Vladivostok and with Russian parties. It is hoped that this will be one of the strategic steps that can strengthen our raw material security sector as well as our industrial resilience,” he said.
