Pulomas Residents Win Administrative Court Case, Padel Court Permit Declared Invalid
The Jakarta Administrative Court (PTUN) has granted a lawsuit filed by residents of Pulomas, Pulogadung, East Jakarta, declaring the business permit for a padel court located in the middle of a residential area null and void.
The plaintiff in case number 214/G/2025/PTUN.JKT was Nelson Laurens. The defendant was the Administrative Mayor of East Jakarta, care of the Acting Head of the Investment Management and One-Stop Integrated Services Unit for the East Jakarta Administrative City.
“The court rules as follows. On the preliminary objections: The court rejects all preliminary objections raised by the Defendant and Second Intervening Defendant (S Steven Kurniawan),” as quoted from the Jakarta PTUN Case Tracking Information System (SIPP) website on Tuesday (24/2).
“On the merits: The court grants the Plaintiffs’ lawsuit in its entirety,” it continued.
The case was examined and adjudicated by presiding judge Yustan Abithoyib, with panel members Firdaus Muslim and Gugum Surya Gumilar. The substitute clerk was Suprapti. The verdict was read on Tuesday, 9 December 2025.
The court declared invalid the Building Approval Permit (PBG) Number SK-PBG-317502-24032025-003 dated 24 March 2025, held by S. Steven Kurniawan, for premises located at Jalan Pulomas Barat II Block A.1 Plots 69 and 70, Kayu Putih Sub-district, Pulogadung District, East Jakarta.
The court ordered the defendant to revoke the said building permit.
“The Defendant and Second Intervening Defendant are jointly and severally ordered to pay court costs amounting to Rp261,000,” the judge stated.
An appeal has been filed by the parties, with case documents submitted on Thursday, 15 January 2026. The appeal ruling is not yet available on the Jakarta PTUN SIPP website.
