Residents of Pulomas, Kayu Putih, Pulogadung, East Jakarta, have protested the construction of a padel court in their neighbourhood.

The facility is known to have received warning letters and a demolition order from the government.

One resident, Ratna, said construction of the court began in June 2024. Initially, residents assumed the building was for private use.

However, when the facility opened in November 2024, residents and local neighbourhood administrators were taken aback, as they felt they had never been consulted or asked for approval by the facility’s management.

Without receiving any clarity, residents filed a lawsuit with the State Administrative Court (PTUN) regarding the building permit.

“During the course of the trial, we eventually learnt that the municipal government’s evidence actually showed the Mayor had issued warning letter one, warning letter two, warning letter three, and a demolition order for the court,” Ratna said in Jakarta on Sunday (22 February).

The warning letters had been issued in May 2025, after the court was already in operation.

Ratna acknowledged that since 2024, the padel court had frequently caused noise disturbances and made residents uncomfortable.

“There are so many cars passing through — perhaps around 100 to 150 cars. And when you count the drop-offs and pick-ups, it doubles, going back and forth. Then there were tournaments as well, and it got really crowded,” Ratna said.

The East Jakarta municipal government has moved to summon several relevant agencies to discuss the issue of the padel court operating in the middle of a residential area in Pulomas, Pulogadung, East Jakarta.

The move was made in response to residents’ opposition to the facility.

“We are going to summon the Sub-department of Public Works, Spatial Planning and Land Affairs, the One-Stop Integrated Services office, and the Civil Service Police Unit,” East Jakarta Mayor Munjirin said at SMK 24 Cipayung, East Jakarta, on Monday.

Additionally, the East Jakarta municipal government will coordinate with the State Administrative Court regarding the matter.

“Yes, we’ll see — let’s wait, we haven’t summoned them yet,” Munjirin said.

In the court proceedings, the Jakarta State Administrative Court upheld the residents’ lawsuit by declaring the business permit for the padel court located in the residential area null and void.

The plaintiff in case number 214/G/2025/PTUN.JKT was Nelson Laurens, whilst the defendant was the Mayor of East Jakarta Administrative City, care of the Acting Head of the City’s One-Stop Investment and Integrated Services Management Unit.

“Adjudicating. On the exceptions: The court rejects the exceptions filed by the Defendant and Intervening Defendant II (S. Steven Kurniawan),” the ruling stated, as quoted from the Jakarta PTUN Case Tracking Information System (SIPP) website on Tuesday (24 February).

“On the merits: The court grants the Plaintiffs’ claim in its entirety,” it continued.

The case was examined and adjudicated by presiding judge Yustan Abithoyib, with panel members Firdaus Muslim and Gugum Surya Gumilar, and substitute clerk Suprapti. The verdict was read on Tuesday, 9 December 2025.

The judges declared invalid Building Approval (PBG) Number SK-PBG-317502-24032025-003, dated 24 March 2025, for the building owned by S. Steven Kurniawan, located at Jalan Pulomas Barat II Block A.1 Plots 69 and 70, Kayu Putih Sub-district, Pulogadung District, East Jakarta.

The judges ordered the defendant to revoke the building approval.

“The Defendant and Intervening Defendant II are jointly and severally ordered to pay court costs of Rp261,000,” the judges ruled.

An appeal has been filed by the parties, with documents submitted on Thursday, 15 January 2026. The appeal ruling is not yet available on the Jakarta PTUN SIPP website.
