Pulau Pari Residents File Environmental Lawsuit Against Marine Spatial Utilisation Permit at Jakarta Administrative Court

The Advocacy Team for Pulau Pari Justice, comprising Pulau Pari residents, the Jakarta Legal Aid Institute (LBH Jakarta), Walhi Jakarta, and the People's Coalition for Fisheries Justice (KIARA), has filed an environmental lawsuit against a Marine Spatial Utilisation Activity Conformity Approval (PKKPRL) numbered 12072410513100013, issued by the Head of the Investment Coordinating Board (BKPM), at the Jakarta State Administrative Court (PTUN).

The lawsuit was filed on Friday, 13 June 2025, as part of advocacy efforts by Pulau Pari residents concerning damage to coastal ecosystems, including seagrass beds, mangroves, and coral reefs in the waters of the Pulau Pari plate cluster, caused by excavation activities carried out by PT CPS. The company's operations were based on the PKKPRL issued by the Head of BKPM.

"We filed this lawsuit as an act of resistance by Pulau Pari residents to annul an administrative decision in the form of a PKKPRL issued by the Minister of Investment and Downstreaming in the Lempeng Cluster, Pulau Pari, Thousand Islands," said LBH Jakarta legal representative Khaerul Anwar in a written statement cited on Sunday (15/6).

Plaintiff representative from the Pulau Pari community, Atik Sukamti, explained that the endorsement of the PKKPRL would be a severe blow, particularly for residents who predominantly work as fishermen. The presence of mangroves is also vital for buffering wave currents and preventing severe coastal erosion. If floating villas were to be constructed in the area, Atik said, the local economy would be disrupted, as homestays owned by local residents would have to compete with floating villas or lodges.

"We very much hope that the government will not lean too heavily towards corporations and will take notice of the thriving livelihoods of local residents," Atik said.

Another Pulau Pari resident, Ahmad Kusnadi, added that he had personally suffered losses from the destruction of mangrove forests and other ecosystems. "I hope this lawsuit will be granted by the court so that the community can protect the ecosystem as it should be," he said.
