Public Works Ministry to Complete Kelok 23 Section by Late August 2026
The Ministry of Public Works (PU) is set to complete the construction of the Kelust 23 section in the Special Region of Yogyakarta (DIY) by 100 per cent by the end of August 2026.
Minister of Public Works Dody Hanggodo stated that the development of the South Java Coastal Road (Pansela) is part of the government’s efforts to enhance connectivity and establish new economic growth centres in the southern region of Java.
“Pansela is expected to serve as an alternative travel route for the public to reduce congestion on the North Coast Road (Pantura) and the Trans-Java Toll Road. At the same time, the existence of this road will also open access to tourist areas and economic hubs for coastal communities,” Dody said in Jakarta on Monday.
The road segment, which is part of the Southern Cross Road (JLS) or South Java Coastal Road (Pansela) in the Special Region of Yogyakarta (DIY), is targeted to begin operations at the earliest in September or October 2026.
The Kelok 23 road, which connects Kretek in Bantul Regency with Girijati in Gunungkidul Regency, Yogyakarta, offers not only new connectivity but also provides panoramic views of the South Coast area, serving as a unique attraction for motorists.
Situated in a hilly area overlooking the South Coast, Kelok 23 features a route that offers natural scenery from an elevated position. This advantage is further enhanced by the inclusion of three lookout points prepared along the Kelok 23 area.
From these points, travellers will be able to enjoy the landscape of Yogyakarta’s southern coastal region and experience a journey that differs from standard road segments.
Kelok 23 itself spans 5.64 kilometres with an asphalt road width of 7 metres. The completed construction includes a 5-kilometre road package, with approximately 1.9 kilometres located within the Gunungkidul Regency area.
Construction of this section began in August 2023 as part of ongoing efforts to improve connectivity in the southern region of DIY. In addition to the completed package, work is currently underway on a new package spanning approximately 2.5 kilometres.
With a combination of connectivity and natural scenery, the presence of Kelok 23 is expected to become a new driver for the development of the southern DIY region. The road will not only shorten and ease access between areas but also has the potential to strengthen the links between tourist zones, residential areas, and community economic centres.
