The West Java provincial office of the Highway Traffic and Transportation Service has decided that vans currently in use for city transportation services manufactured before 1990 must be replaced by vans with more recent manufacturing dates.
Unfortunately, these new vans are being offered at very high prices. The Kijang Jumbo 2002, for example, is offered at Rp 130 million. This is actually a minivan originally priced at Rp 81 million, and it costs Rp 15 million for modifications to turn it into a public transportation van. It then requires another Rp 1.5 million for all the necessary documents. In all, such a van should cost only Rp 97.5 million.
The Highway Traffic and Transportation Service must explain this big discrepancy between their price and the market price. Where does the additional Rp 32.5 million come from?
