Public Order Operation in North Jakarta Nets 32 People, Including 'Pocong' Buskers and Informal Traffic Wardens
The North Jakarta Civil Service Police Unit (Satpol PP) rounded up dozens of Persons Requiring Social Welfare Services (PPKS) in a Public Disorder Operation (Operasi Pekat). Costumed buskers, vagrants, scavengers, and informal traffic wardens known as “pak ogah” were taken to social rehabilitation centres.
“A total of 32 PPKS were netted in the Public Disorder Operation carried out jointly with a combined team on Sunday evening (23/2),” said North Jakarta Satpol PP Head Budhy Novian on Monday (23/2/2026).
The 32 individuals were immediately transferred to the Bina Bangun Daya Dua Social Centre in Cipayung and the North Jakarta Social Affairs Sub-agency.
“Seventeen of those apprehended were taken to the Bina Bangun Daya Dua Social Centre in Cipayung, while the remaining 15 were brought to the North Jakarta Social Affairs Sub-agency,” Budhy said.
He detailed that in Tanjung Priok sub-district, officers operated along Jalan Yos Sudarso, Jalan Enggano, Jalan Tenggiri, Jalan RE Martadinata, and Taman Bahari. On Jalan Yos Sudarso, officers picked up two informal traffic wardens.
In Penjaringan sub-district, four PPKS were apprehended — three informal traffic wardens and one scavenger — during the operation conducted on Jalan Pluit Karang Utara.
In total, nine PPKS were netted across these five locations, comprising four destitute persons, one vagrant, one busker, one hawker, and two informal traffic wardens.
In Koja sub-district, sweeps were carried out in Lagoa urban village, Rawa Badak Utara urban village, Jalan Raya Cilincing, Jalan Yos Sudarso, and Jalan Cibanteng. A number of buskers were detained, including one dressed in a “pocong” ghost costume.
“In total, seven buskers were netted in operations at those locations,” Budhy said.
In Cilincing sub-district, officers operated along Jalan Raya Cilincing, Jalan Kramat Raya, Jalan Sungai Landak, Jalan Tipar Cakung, and Jalan Kelapa Hibrida Terusan Sukapura, netting three PPKS.
In Pademangan sub-district, six PPKS were apprehended during operations along Jalan Gunung Sahari, Jalan Mangga Dua Raya, Jalan Lodan Raya, Jalan Lodan Timur, Jalan Benyamin Sueb, and Jalan Budi Mulia.
In Kelapa Gading sub-district, one scavenger was apprehended. Officers swept Jalan Boulevard Barat, Jalan Kelapa Nias, Jalan Boulevard Artha Gading, Jalan Boulevard Raya, and Jalan Boulevard Utara.
Budhy said the Public Disorder Operation represents the government’s effort to maintain public order and provide a sense of security to the community, particularly during the month of Ramadan. He added that the routine operation also aims to create a conducive environment so that residents can worship comfortably throughout Ramadan.
“This is a demonstration of the government’s commitment to maintaining order and public tranquillity in the DKI Jakarta region, particularly North Jakarta,” Budhy said.
