Public Consultations in 6 Locations, ESDM Targets RUEN 2026–2035 Completion by September 2026
The Ministry of Energy and Mineral Resources (ESDM) is targeting the completion of the National Energy General Plan (RUEN) for 2026–2035 by September 2026, following a series of public consultations in several regions. Secretary General of the Ministry of ESDM, Ahmad Erani Yustika, stated that the drafting of the RUEN is currently in the public consultation phase to gather input from stakeholders and the public. ‘We are currently conducting public consultations in several provinces. We have already done Semarang. Perhaps next week we will go to Papua,’ Erani said at the Ministry of ESDM in Jakarta on Friday, 3 July 2026. He explained that the public consultations are being held in around six locations to ensure the national energy planning document receives public participation. ‘We are now going around for public consultations so that there is public participation, they provide input,’ he said. Erani conveyed that the RUEN is targeted for completion by September 2026, as its formulation must follow a deadline of no later than one year after the issuance of the National Energy Policy (KEN). ‘We hope the RUEN will be completed by September. The RUEN must be finished a maximum of one year after the KEN. The National Energy Policy was issued last October, so hopefully by September it will be done,’ Erani said. He added that the RUEN will later be stipulated in the form of a presidential regulation. The Ministry of ESDM had previously initiated the drafting of the 2026–2035 RUEN through an initial meeting involving ministries, institutions, and energy sector stakeholders since April 2026. The RUEN is prepared as a strategic planning document to map out national energy needs and supply for the next 10 years. Based on Presidential Regulation Number 73 of 2023, members of the public with knowledge or expertise related to the RUEN may provide input in the form of written ideas, data, and information. The RUEN contains, at a minimum, energy needs, energy resource potential, energy supply, energy fulfilment strategies, decarbonisation targets, energy indicators, as well as investment estimates and financing strategies. The document also includes regional energy needs and supply plans divided into seven regions. The drafting of the 2026–2035 RUEN is also aligned with a regionally based energy transition approach, considering that energy systems, development levels, and resource potential differ in each region. The Ministry of ESDM stated that the updated RUEN is expected to serve as a guideline for the government and stakeholders in strengthening energy security, supporting decarbonisation, and maintaining the direction of national energy supply.
