Public Awaits Firm Police Action Against Four Intimidators of Doctor Icha

Four individuals who allegedly intimidated Dr Eliza Princila Utami Pakaenoni, known as Doctor Icha, have been reported to the East Nusa Tenggara (NTT) Regional Police. The four are Therensius Lazakar, Norbertus Tubani, Veronika Lake, and Maria Mathildis Sau. Therensius Lazakar, Norbertus Tubani, and Veronika Lake are members of the Timor Tengah Utara (TTU) Regional House of Representatives. Therensius is from the Golkar Party, Norbertus from the National Awakening Party, and Veronika from the Indonesian Democratic Party of Struggle. Maria is Norbertus’s wife. The four were reported to the NTT Police by the late Doctor Icha’s family on Friday (3/7/2026). Following the report, the public is awaiting firm action from the police against Doctor Icha’s intimidators. “We have filed an official report at the NTT Police SPKT and there are four reported individuals. One of them (Maria Mathildis Sau) is a veterinarian at the TTU Livestock Service,” said the family’s legal counsel, Viktor Manbait, at the NTT Police headquarters. Victor explained that the report aims to ensure there are no more cases of torture and intimidation against health workers, whether verbal, psychological, or physical, in health facilities. Subsequently, the police immediately began examining which articles could be used to charge the four reported individuals. According to Victor, the police then applied Article 350 of Law Number 1 of 2023 concerning the Criminal Code. The article relates to the criminal act of torture or treatment causing physical or mental suffering committed by officials or other parties. “Broadly speaking, that is the case, with a maximum penalty of 7 years in prison,” Victor explained. According to Victor, the report is purely for the four individuals who are public officials. Furthermore, Maria Mathildis Sau played a role in forcing Doctor Icha to administer Anti-Snake Venom Serum to a snakebite victim. “She said that she herself could go and get serum from the community health centre if a family member was sick to inject it. Well, that made Doctor Icha even more tormented because of the series of verbal intimidation from the three DPRD members beforehand,” Victor revealed. The Deputy Director of the NTT Police’s Directorate of Women and Children Protection and Human Trafficking Eradication, AKBP Samuel Simbolon, said the article reported by the victim’s family is a single article. However, once the investigation is underway, further charges will be determined based on the relevant evidence. “For now, we are using this single article, and of course, as the investigation proceeds with the available evidence, we will determine other related articles,” Samuel explained. NTT Police Chief, Inspector General Rudi Darmoko, revealed that Doctor Icha had previously refused an offer to receive psychological therapy. Rudi expressed regret over this stance. “It is very unfortunate because the deceased refused, answering that she was already being handled by a psychiatrist,” Rudi said during an interview at the NTT Police headquarters on Saturday (4/7/2026). Rudi explained that the psychological therapy had been planned after the NTT Police received the report. He then ordered the NTT Police’s expert therapist to help neutralise the depression she was experiencing. However, Doctor Icha refused. “In fact, if only the deceased had been willing, we could have helped and perhaps the story would be different, but perhaps it was her time,” Rudi explained.
