The 19th Plenary Session of the Indonesian House of Representatives (DPR RI) of the Fifth Session, 2025-2026, was held at the Nusantara Building, Parliament Complex, Senayan, Jakarta, on Wednesday, 20 May 2026. Vice President Gibran Rakabuming Raka was in attendance. Before the Plenary Session began, Puan welcomed President Prabowo at the DPR Building, after which Puan and other DPR leadership members took a photo with the President. ‘Allow us, as the leadership of the Assembly, to open the 19th Plenary Session of the DPR RI for the Fifth Session, the 2025-2026 Legislative Year, on Wednesday 20 May 2026, and we declare it open and open to the public,’ Puan said in a statement on Wednesday (20 May 2026). In her remarks, Puan said the Plenary Session today was special because it was attended in person by President Prabowo, who would deliver directly the Kerangka KEM and PPKF RAPBN 2027 before the esteemed Council. ‘The KEM PPKF for the 2027 Fiscal Year is an initial draft serving as the basis for formulating the 2027 State Budget (APBN 2027), which outlines macroeconomic policy direction and the direction of the revenue and expenditure budget,’ she explained. Puan added that the KEM PPKF for the 2027 fiscal year also has a strategic role, not only relating to the design of a healthy and sustainable APBN posture — namely state revenue, state expenditure, deficit and financing. ‘But also to anticipate various economic risks that may arise from both domestic and international sources,’ she continued. The former Coordinating Minister for PMK also stated that the KEM PPKF for the 2027 fiscal year is hoped to form a foundation for achieving high-quality economic growth. Puan outlined what constitutes high-quality growth: ‘That is growth not only oriented toward a high GDP figure, but also growth that creates jobs, raises people’s incomes, reduces poverty and inequality,’ she stated. ‘Strengthening competitiveness, and ensuring that the benefits of development are felt evenly by all Indonesians,’ she added. Furthermore, Puan said the macro assumptions and fiscal policy direction within the KEM PPKF would signal to investors, the business world, local governments, and market players about the space for national economic activity in 2027. ‘The contents of the KEM PPKF for 2027 have always been the hope of all Indonesians to experience the benefits of national development, so that the people’s lives become easier and more prosperous,’ she said. According to Puan, the President’s presence to present the KEM PPKF for 2027 was an important and strategic moment. The President’s presence was said to reaffirm that the 2027 APBN design is aimed at delivering the greatest possible real benefits for all Indonesians, especially in the currently uncertain global situation,’ she added. Thereafter, Puan invited President Prabowo to come to the podium to deliver the KEM and PPKF RAPBN for the 2027 Fiscal Year. ‘To you, Mr. President, we invite you to proceed,’ said the first woman to serve as Speaker of the DPR RI. In that moment, Prabowo explained why he asked for time to deliver the KEM and PPKF RAPBN for the 2027 fiscal year in the DPR plenary session. He said that in the face of uncertain geopolitics, he felt the need to address the country’s economic conditions directly. ‘I deliberately requested time to stand before you all to personally set out the directions of our country’s economic and fiscal policy, as an introductory discussion in the preparation of the 2027 state budget (APBN 2027),’ he explained. Prabowo noted that the geopolitically challenging conditions at present affect the domestic economy. Therefore, he felt the need to present the macroeconomic framework and the main fiscal policy principles directly. ‘We as a nation are now facing geopolitical and geo-economic challenges filled with conflict, tension and uncertainty; wars are taking place in many places, even in Europe and the Middle East, in a region that, although distant from us, has a very large impact on our lives,’ he said. ‘Therefore, given the conditions we face, I believe that the President of the Republic of Indonesia should be present in person to convey the core economic thoughts and state management,’ he concluded. For information, several ministers and heads of the Red/White Cabinet were also present at today’s DPR plenary session. Among them were the Foreign Minister, Negeri Sugiono; the Coordinating Minister for the Food Sector, Zulkifli Hasan (Zulhas); the Minister of Law, Supratman Andi Agtas; and the Commander of the Indonesian National Armed Forces, General Agus Subiyanto, and the Chief of Police, General Listyo Sigit Prabowo. Leaders of the MPR RI and DPD RI also attended, including BPK RI Chair Isma Yatun; Chief Justice of the Supreme Court Sunarto; KPK Chair Setyo Budiyanto; and several party leaders such as Golkar Chairman Bahlil Lahadalia; NasDem Chairman Surya Paloh; PKB Chairman Abdul Muhaimin Iskandar (Cak Imin); PKS Chairman Al Muzzammil Yusuf; PAN Chairman Zulkifli Hasan (Zulhas); and Democratic Party Chairman Agus Harimurti Yudhoyono (AHY).
