Puan Pushes for More Professional Appointment of SOE Commissioners

House of Representatives (DPR) Speaker Puan Maharani has stressed that the DPR is pushing for the appointment of commissioners in state-owned enterprises (BUMN) to be carried out objectively, professionally, and in accordance with procedures. The statement was made by Puan in response to the fact that there are still deputy ministers in the Red and White Cabinet who concurrently serve as commissioners in several state-owned companies.

“Of course, the DPR encourages that in the future, the appointment of commissioners be carried out by professional and competent individuals,” Puan said at the DPR, MPR, and DPD Complex in Jakarta on Thursday, 2 July 2026.

Scrutiny of the dual positions was previously raised by Transparency International Indonesia (TII). The institution noted that as of the end of June 2026, 31 deputy ministers still held commissioner positions in BUMN, despite the Constitutional Court (MK) ruling that deputy ministers are prohibited from concurrently serving as commissioners or directors in state-owned or private companies through Decision Number 128/PUU-XXIII/2025. The essence of MK Decision Number 128/PUU-XXIII/2025 is the prohibition of dual positions for deputy ministers, meaning the restriction that previously applied only to ministers now also applies to deputy ministers.

TII researcher Ferdian Yazid stated that before the MK ruling was issued on 28 August 2025, there were 34 deputy ministers who also served as BUMN commissioners. A year after the ruling was read, the number has decreased to 31.

However, according to Ferdian, the reduction was not due to officials resigning from their commissioner posts. “The reduction of three people was due to alleged corruption cases ensnaring the officials,” Ferdian said when contacted on Tuesday, 30 June 2026.

Based on TII’s records, several deputy ministers still hold concurrent commissioner positions, including Deputy Minister of Agriculture Sudaryono as President Commissioner of PT Pupuk Indonesia (Persero), Deputy Minister of Communication and Digital Angga Raka Prabowo as President Commissioner of PT Telkom Indonesia (Persero) Tbk, and Deputy Minister of Finance Suahasil Nazara as Deputy President Commissioner/Commissioner of PT PLN (Persero). Additionally, TII also noted that Deputy Minister of State Secretary Juri Ardiantoro serves as President Commissioner of PT Jasa Marga (Persero) Tbk.
