The ruling of the Jakarta Administrative Court (PTUN) rejecting the plaintiff’s lawsuit in case Number 444/G/2025/PTUN.JKT is seen as further affirming the validity of the Minister of Law’s Decree endorsing the leadership of Muhamad Mardiono as Chairman of the Central Executive Board of the United Development Party (PPP) for the 2025-2030 period.

DPP PPP Legal Counsel Erfandi expressed appreciation and respect for the panel of judges’ decision. According to him, the court’s ruling must be respected and obeyed by all parties. “As a legal professional, I respect and appreciate the PTUN panel of judges’ decision rejecting the plaintiff’s lawsuit in case 444/G/2025/PTUN.JKT,” Erfandi said on Tuesday (23/6/2026).

Erfandi explained that in legal doctrine, the principle of res judicata pro veritate habetur is recognised, meaning a judge’s decision must be considered correct. Additionally, there is the principle of hukmul qodi yarfa’ul khilaf, which means a judge’s ruling ends differences of opinion or disputes occurring within society. “Therefore, this judge’s decision must be respected. There are no longer any differing views on the Minister of Law’s Decree which has appointed Mr Muhamad Mardiono as Chairman of PPP. This ruling is also erga omnes in nature, so it must be respected and followed by all parties,” he stated.

Erfandi assessed that the PTUN ruling strengthens the legal legitimacy of the DPP PPP leadership under Muhamad Mardiono. Consequently, all organisational policies and decisions that have been or will be taken by the Chairman have a lawful legal basis. “This ruling affirms the validity of the Minister of Law’s Decree which has endorsed the leadership of our client, Mr H. Muhamad Mardiono, as Chairman of PPP for the 2025-2030 period. In this context, the principle of praesumptio iustae causa applies, meaning a state official’s decision must be considered valid and in effect until there is a legal ruling that annuls it,” Erfandi said.

Furthermore, Erfandi expressed gratitude for the ruling. According to him, this victory was inseparable from the support, cooperation, and prayers of all PPP cadres across various regions. “This victory is the result of the cooperation and prayers of all PPP cadres throughout Indonesia who continue to maintain solidarity and togetherness in building the party,” he concluded.
