PT KAI Subsidiary Indicted for Bribing Five Transport Ministry Civil Servants with Rp1.36 Billion

A subsidiary of PT Kereta Api Indonesia (KAI), PT KA Properti Manajemen (KAPM), has been indicted for paying bribes worth Rp1.36 billion to five civil servants (ASN) within the Ministry of Transportation. The indictment was read out by the Corruption Eradication Commission (KPK) Public Prosecutor at a trial at the Corruption Court, Central Jakarta District Court, on Monday (7/9).

KPK Public Prosecutor Fahmi Idris stated that the bribes were given so that KAPM would win the Java–Sumatra level-crossing works package for the 2022 fiscal year at the Railway Infrastructure Directorate of the Ministry’s Directorate General of Railways (DJKA). As a result of winning the project, the corporate defendant was reported to have gained additional assets amounting to Rp2.41 billion.

According to the indictment, the bribes were channelled by KAPM through former President Director Yoseph Ibrahim and former Vice President of KAPM Parjono between 2022 and 2023. The practice was allegedly carried out systematically to secure projects in Java and Sumatra.

For these actions, PT KA Properti Manajemen as the corporate defendant faces criminal charges under Article 5 paragraph (1) letter a or Article 5 paragraph (1) letter b or Article 13 in conjunction with Article 18 of Law Number 31 of 1999 on the Eradication of Criminal Acts of Corruption, as amended by Law Number 20 of 2001, in conjunction with Article 20 letter c and Article 126 paragraph (1) of the National Criminal Code.

This case adds to the long list of corruption cases within the DJKA of the Ministry of Transportation currently being handled by the KPK, involving various railway construction and maintenance projects across several regions of Indonesia.
