PT HDP Responds to Speaker of Commission III DPR Eviction, Clarifies Mosque Access Controversy

BEKASI – Township Management Division Head General Manager of PT Hasana Damai Putra (HDP), Lukman Nur Hakim, responded to being evicted by Commission III DPR Speaker Habiburokhman during a public hearing at the Parliamentary Complex in Senayan, Jakarta, on Thursday 27 February 2026.

Lukman claimed he was unaware of the reason for his removal from the hearing room. “I don’t know why that happened. But we think positively about what the government’s provisions are. Our hope is that this matter can be resolved as soon as possible,” Lukman told media at Neo Vasana Cluster, Bekasi Regency, on Friday 27 February 2026.

He considered the incident should not be magnified, as all parties are seeking the best solution to resolve the dispute over access to the Al-Rahman Mosque, which is blocked by residential walls.

“So there’s no need for this to become a problem, because we are actually seeking the best solution,” he said.

Lukman explained that his company had built a 10x10 metre mosque within the Neo Vasana Cluster. The place of worship began construction in September 2025 as a solution to the controversy.

According to Lukman, the dispute originated from the rejection by approximately 90 residents out of 150 residents in Neo Vasana, or approximately 70 per cent of inhabitants, against the opening of the cluster walls.

“What residents rejected was the opening of the cluster walls, not the mosque itself,” he said.

He stated that residents purchased homes with a one-gate system concept, which was considered to provide security and comfort. The addition of access was deemed to reduce such comfort.

Lukman emphasised that if the DPR decision remains aimed at a one-gate system with adjustments to fencing or walls, his company is ready to comply with the regulations provided there are no obstacles.

“We comply with legal provisions and will certainly implement them if there are no obstacles. But when there are obstacles, of course we must find solutions,” he said.

He added that the obstacles referred to are written rejection letters from the resident association dated 12 October 2024, 30 September 2025, and 12 December 2025. These letters stated rejection of the opening of gates or walls from the cluster to the mosque and threatened legal action if the developer proceeded with opening the access.

Lukman hopes that with the mosque constructed within the cluster, the request to open the walls would no longer be necessary and the matter could be resolved quickly.
