JAKARTA - The Daily Chairman of the Indonesian Solidarity Party (PSI), Ahmad Ali, has proposed the creation of a combined faction to meet the number of commissions or council working bodies (AKD) in the House of Representatives (DPR RI).

Referring to the DPR for the 2024-2029 period, which has 13 commissions, the minimum requirement for forming a faction is 13 seats.

“Let’s say the minimum requirement for forming a faction is equal to the number of commissions in the DPR. So, if a party does not have enough 13 seats, because there are currently 13 commissions in the DPR, it can combine votes or seats to form that faction. It could be four parties, five parties, because the principle in the DPR is not in the name of the party, but in the name of the faction,” Ali told Kompas.com on Monday (4/5/2026).

Meanwhile, political parties that do not meet the minimum requirements can join other political parties to form a combined faction.

“So, for parties that already meet the requirements, they form a faction automatically. For parties that do not have enough, they can form a combined faction,” Ali said.

Ali himself criticised the parliamentary threshold that has so far only benefited medium to large political parties.

In fact, the party symbolised by the Ka’bah received more than 3.5 percent of the votes, which were wasted because it did not meet the 4 percent threshold.

“If the spirit is to simplify, then there is no need to go through setting the threshold. Because there are many ways that can be done. One of them is the requirement for forming a faction,” Ali said.

This means that, referring to the DPR for the 2024-2029 period which has 13 commissions, political parties must obtain 13 seats in the election to pass the parliamentary threshold.

“For example, what is used as a reference is actually how many commissions there are in the DPR. That is now regulated in the rules of procedure, it should be regulated in the Law,” proposed Yusril in Cawang, East Jakarta, on Wednesday (29/4/2026).

However, Yusril also proposed a combined coalition for political parties that do not pass the 13-seat parliamentary threshold.

“In this way, no votes are lost and it is fair enough for all of us,” said the former General Chairman of the Crescent Star Party (PBB).

Therefore, he believes there needs to be additional regulations to ensure that no people’s votes are wasted.

“And I hope that this will emerge as a middle-ground solution to address the issue of what the minimum threshold should be and how we determine the number, and how we then form factions in the DPR,” Yusril said.
