PSI DKI Urges Provincial Government to Waive Visa and Legal Aid Fees for Women Victims of Violence
The PSI faction in the DKI Jakarta DPRD has urged the Provincial Government (Pemprov) of DKI Jakarta to waive all costs for recovery services for women victims of violence, from legal aid to visum fees.
This was stated by PSI faction member in the DKI Jakarta DPRD, Elva Farhi Qolbina, during the Plenary Meeting on the Draft Regional Regulation (Raperda) on the Implementation of Women’s Protection at the DKI Jakarta DPRD, on Monday (11/5/2026).
“The PSI faction also emphasises the importance of the DKI Jakarta Regional Government providing pro bono facilitation for case management services for women victims, women in contact with the law, or women in special conditions,” said Elva in the DPRD Plenary Room, Jakarta, on Monday.
These services include case handling accompaniment, legal aid accompaniment, implementation of visum et repertum and visum et psikiatrikum, as well as provision of safe houses.
She highlighted that many victims still have to pay out of pocket to obtain medical or legal justice.
“This is important to fight for, considering that to this day many victims pay for visum themselves because they do not have a Visum Request Letter (SPV) from the Indonesian Police, as many victims are laypeople in law or afraid to report that they have become victims,” said Elva.
According to Elva, waiving these fees is crucial given the high number of violence cases in Jakarta.
She revealed that cases of violence against women reached 32,682 cases, with around 99 percent occurring in the private or household sphere.
In addition, PSI also requests that the Raperda introduce a 24-hour technology-based digital service system for all services, from case management, health services, psychosocial, social rehabilitation, to social reintegration.
The proposed services include free childcare or daycare, free psychological services, as well as priority access to safe houses or shelters for violence victims.
In response to the views from the PSI faction, DKI Jakarta Governor Pramono Anung welcomed the input regarding the provision of services and safe spaces for women.
“This Raperda will serve as the basis for strengthening integrated services, from reporting, assessment, accompaniment, legal services, psychological, health, social rehabilitation, safe houses, return, to social reintegration with standard response time procedures,” said Pramono.
Regarding the technical demand for waiving visum fees, Pramono stated that the mechanism will be further regulated through derivative rules.
