The groundbreaking for the Waste-to-Energy (PSEL) project is scheduled for 8 July 2026, with site preparation currently in the backfilling phase. ‘8 July, backfilling is currently underway,’ said Bali’s Environment and Forestry Department Head I Made Dwi Arbani to detikBali on Monday (25 May 2026). Dwi stated that the backfilling process must be completed before the groundbreaking. Bali Governor Wayan Koster held an internal meeting to prepare for the PSEL construction, stating that backfilling is the initial step in developing the waste processing facility. ‘The PSEL facility is projected to process up to 1,200 tonnes per day. This significant capacity is expected to reduce waste accumulation and support more sustainable environmental management in Bali,’ Koster explained. Koster also urged strengthening source-based waste management systems, such as Reuse, Reduce, Recycle waste processing sites (TPS3R) and integrated waste processing facilities (TPST). He stressed the importance of separating organic and inorganic waste to ensure optimal operation of the waste-to-energy process. ‘Cleanliness in Bali is fundamental to maintaining the island as a world-class tourist destination. While awaiting the PSEL’s completion, we are intensifying cleanliness drives,’ Koster added. The government aims to complete the project by 2027, with waste management in Denpasar and Badung optimised by 2028.
