PRR Task Force Urges Subulussalam to Accelerate Rp 84.93 Billion TKD Realisation
The Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) for Sumatra is urging the Subulussalam City Government to immediately accelerate the realisation of additional Regional Transfer Funds (TKD) into recovery works for communities affected by disasters. Based on the task force’s monitoring and evaluation on Wednesday (12/8), the realisation of Subulussalam City’s additional TKD expenditure remains at around 0% of the total ceiling of Rp 84.93 billion. The task force is asking the regional government to speed up the process so that rehabilitation and reconstruction programmes are not delayed until the end of the fiscal year.
The additional TKD ceiling has been allocated for several priority sectors, namely agriculture at Rp 31.73 billion, education at Rp 19.51 billion, infrastructure at Rp 16.45 billion, other affairs at Rp 15.42 billion, and health at Rp 1.83 billion. These allocations must be realised immediately through activities that address the recovery needs of residents. Previously, the additional TKD data had been recorded as transfer revenue in the regional general cash account. The current challenge is to accelerate spending realisation so that the available funds can truly provide benefits through the improvement of public services, agricultural recovery, and the handling of affected infrastructure.
The utilisation of the additional TKD for Subulussalam City refers to Subulussalam Mayor Regulation Number 1 of 2026 as the basis for adjusting the city budget details. Its implementation also adheres to the Minister of Home Affairs Circular Letter Number 900.1.3/1084/SJ concerning the adjustment of TKD for the 2026 fiscal year for disaster-affected regions in Aceh, North Sumatra, and West Sumatra.
Subulussalam City Regional Secretary Asrul Assaman stated that the city government will immediately formulate a more comprehensive plan to catch up on the delays. The city government is targeting the completion of all additional TKD activities by December 2026. “We will carry out comprehensive planning as soon as possible. In accordance with the monitoring by the central PRR Task Force, the focus of budget absorption and activities will be maximised until December,” Asrul said in a written statement on Thursday (13/8/2026). He emphasised that the acceleration of implementation must still comply with regulations, particularly regarding the stages of procurement of goods and services. To strengthen coordination and supervision, the Subulussalam City Government also plans to establish a city-level PRR Task Force post.
A representative of the Aceh PRR Task Force from the Ministry of Home Affairs, Imran, stated that the low absorption rate must be responded to immediately with field execution. He reminded that the use of the additional TKD will be part of the budget realisation report and subject to audit. “At the end of the year, it will be in the Budget Realisation Report. The regional government will be audited for the use of the additional TKD,” said Imran. Entering the third quarter, the PRR Task Force is urging all budget-managing regional apparatus to accelerate planning, procurement, contracting, and physical execution. The additional TKD budget must be used specifically for rehabilitation and reconstruction, not for paying debts, covering deficits, or other interests outside post-disaster recovery. “There is no more debate, the important thing is execution on the ground. So that the community feels comfortable and cared for. Your absorption is still very low,” Imran stressed.
