PRR Task Force Urges Nagan Raya to Accelerate Regional Transfer Fund Disbursement to Restore Public Access
The Post-Disaster Rehabilitation and Reconstruction Task Force (Satgas PRR) for Sumatra is urging the Nagan Raya district government in Aceh to accelerate the realisation of additional Transfer to Regions (TKD) funds. The push aims to ensure that the recovery of infrastructure and the livelihoods of affected communities can begin promptly on the ground.
Results from the task force’s monitoring and evaluation on 10 August 2026 revealed that the realisation of Nagan Raya’s additional TKD had only reached IDR 209.57 million, or 0.74 percent of the total budget ceiling of IDR 28.29 billion. Most activities remain in the planning and procurement stages, meaning the benefits of the budget have yet to be fully felt by the public.
The additional TKD allocation is dominated by the infrastructure sector, which accounts for IDR 17.19 billion. The budget is also allocated for agriculture at IDR 6.54 billion, other affairs at IDR 3.36 billion, and education at IDR 1.20 billion. This budget structure needs to be immediately translated into physical works and targeted recovery services.
Acceleration is urgent given that several priority sites still require handling, including a landslide area in Beutong Ateuh Banggalang District and the Gunong Kong steel frame bridge in Alue Wakie Village, Darul Makmur District. The collapsed bridge remains untouched, forcing residents to use boats to cross the river.
Imran, the representative of the Aceh PRR Task Force from the Ministry of Home Affairs, stated that the low budget absorption must be met with more measured steps by the local government and all managing agencies. He made the remarks following a monitoring and evaluation session at the Nagan Raya Regional Development Planning Agency (Bappeda) office on Monday (10/8/2026).
‘We see that Nagan Raya has not moved. We saw a similar condition when we conducted monitoring a month ago. In fact, I saw it was zero, and this month it has only risen to 0.7 percent,’ Imran said in a written statement on Tuesday (11/8/2026).
According to him, the delay in realisation not only affects the completion of activities but also postpones the restoration of public access and activities. Therefore, the task force is asking the local government to pay special attention to the needs of residents around the Gunong Kong Bridge and other affected infrastructure points.
‘Please pay attention to the people living near the Gunong Kong Bridge; they are using boats to cross. I hope the Regent of Nagan Raya is concerned about accelerating budget realisation, especially the TKD,’ Imran stated.
He stressed that the available budget must be utilised optimally, accountably, and oriented towards community needs. Good realisation also serves as a basis for the government to evaluate the need for continued budget support, both for the current year and the following year.
The task force reminded the local government to catch up by accelerating the procurement process, contract signing, and the execution of physical works. This step is crucial as the 2026 fiscal year has entered its second half, leaving limited time for implementation.
‘We must start focusing on catching up. We only have about three months to realise the entire available budget,’ Imran said.
Responding to the push, Bustami, Assistant II for Economic and Development Affairs of the Nagan Raya District Government, stated that the local government would formulate a rehabilitation and reconstruction framework for each regional apparatus organisation.
‘Implementation of activities will be monitored weekly with a target of 50 percent realisation of the additional TKD by the end of September 2026,’ Bustami concluded.
