PRR Task Force Urges Ministries to Expedite Post-Disaster Recovery Programmes
The Post-Disaster Rehabilitation and Reconstruction (PRR) Task Force for Sumatra has reminded all relevant ministries and agencies to immediately implement permanent recovery programmes in areas affected by hydrometeorological disasters in Aceh, North Sumatra, and West Sumatra.
Chairman of the Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) for Sumatra, Muhammad Tito Karnavian, stressed that the acceleration of administration and budget disbursement must be a priority for all parties, as affected communities have waited long enough to return to normal life.
“This week we are urging ministries and agencies still working on proposals to submit them to the Ministry of Finance immediately. Do not delay; the people affected by the disaster do not want to suffer any longer. They have been suffering for seven months,” Tito said in a statement in Jakarta on Wednesday.
This push aims to ensure that affected communities can quickly feel the benefits of rehabilitation and reconstruction after months of facing various hardships due to the disaster. The acceleration aligns with the realisation of rehabilitation and reconstruction budgets from several ministries and agencies.
As of mid-June 2026, several agencies, including the Ministry of Public Works, the Ministry of Transportation, the Ministry of Social Affairs, and the Central Statistics Agency (BPS), have received budget allocations from the Ministry of Finance to support the implementation of recovery programmes in the field.
According to Tito, ministries and agencies that have received budget allocations must also move quickly to execute the planned programmes. At the same time, the PRR Task Force continues to push for the acceleration of the budget submission process for ministries and agencies still in the stage of drafting or synchronising activity proposals.
“For those whose budgets have been disbursed by the Ministry of Finance, we urge them to start working. For those whose budgets have not yet been disbursed, we urge the ministries and agencies to submit their proposals to the Ministry of Finance, and we urge the Ministry of Finance to accelerate the realisation of the budget to the ministries and agencies,” he said.
As part of strengthening programme control, the PRR Task Force will also request detailed activity plans from each ministry and agency that has received funding. This step is taken to ensure that all rehabilitation and reconstruction programmes run effectively, are on target, and do not overlap with programmes run by provincial or district/city governments.
Furthermore, through daily coordination meetings, the Task Force continues to oversee the completion of ministry and agency activity plans so that the funding process can proceed on time. The Task Force will also establish regional coordinators in Aceh, North Sumatra, and West Sumatra to strengthen monitoring, evaluation, and supervision functions for the implementation of recovery programmes in the field.
This acceleration effort refers to the Master Plan for the Acceleration of Post-Disaster Rehabilitation and Reconstruction for Sumatra 2026-2028, established through the Decree of the Coordinating Minister for Human Development and Culture Number 25 of 2026. This document serves as the primary guideline for ministries, agencies, and local governments in implementing integrated and sustainable recovery programmes.
With this acceleration, it is hoped that disaster survivors can quickly obtain decent housing, permanently restored infrastructure, optimal basic services, and the opportunity to rebuild their lives and livelihoods in a better way.
