PRR Task Force Synchronises TKD and Ministry Programmes for West Pasaman Recovery

The Task Force for the Acceleration of Rehabilitation and Reconstruction (Satgas PRR) following the Sumatra disaster is synchronising the utilisation of an additional Rp128.39 billion in Transfer to Regions (TKD) funds with the programmes of various ministries and agencies in West Pasaman Regency, West Sumatra. This synchronisation is necessary to ensure that various sources of financing complement each other and address recovery needs in a targeted manner.

Based on the initial Rehabilitation and Reconstruction Action Plan (R3P) document, the recovery needs for West Pasaman were estimated at Rp673 billion. Following an update, the Regional Development Planning Agency (Bappeda) recorded that the needs have increased to approximately Rp1.19 trillion, covering infrastructure, flood control, irrigation, housing, and other cross-sectoral requirements.

Given these needs, the additional TKD is positioned as one of the financing instruments for recovery. Of the total Rp128.39 billion, Rp107.64 billion is directed towards infrastructure, Rp11.81 billion for other affairs, and Rp8.95 billion for health. The utilisation plan has been formalised through West Pasaman Regent Regulation Number 8 of 2026.

The Monitoring and Evaluation Team has assessed that accelerating the absorption of the additional TKD must be a priority, as the fiscal year has already entered its second semester. “The realisation of TKD fund absorption is still very small and must be accelerated immediately so that the planned programmes can progress and the benefits can be felt by the community,” stated an official release from the National Monitoring and Evaluation Team of the PRR Task Force on Thursday (30/7/2026).

In addition to the TKD, the central government has programmed 10 activities from ministries and agencies in West Pasaman for 2026. These activities include the construction of a drinking water supply system and the rehabilitation of health and educational facilities. For 2027, the construction of a national road and bridge is planned, followed by further road and bridge works in 2028.

The PRR Task Force is also encouraging the local government to map every activity based on its source of financing, location, schedule, and implementing agency. This will allow the additional TKD to be directed towards needs that have not been addressed by ministries and agencies, thereby preventing programme overlaps.

The Task Force highlighted that one of the challenges requiring immediate resolution is technical planning. Some projects are expected to only enter the construction phase by September 2026, coinciding with the onset of the rainy season. Consequently, the Task Force is urging the acceleration of document preparation, procurement, and administration in parallel while maintaining quality and accountability.

Progress on the recovery of residents’ homes continues, with handling covering 37 lightly damaged houses, 15 moderately damaged houses, and 28 heavily damaged houses. The absorption of stimulus funds for lightly and moderately damaged houses has reached approximately 63.78 percent, while physical progress has exceeded 80 percent and is targeted to surpass 95 percent following the completion of administrative processes.

Flood control was also discussed across regional boundaries. The normalisation of the Batang Natal Bantahan River has been included in the Mandailing Natal Regency Master Plan as it lies within the same river basin as West Pasaman. Meanwhile, the requirements for handling the Batang Pasaman River will be studied further, as they are not yet included in the post-disaster needs assessment or the master plan.

The Monitoring and Evaluation Team will facilitate coordination between the West Pasaman Regency Government and the Ministry of Public Works, the Ministry of National Development Planning (Bappenas), and the River Basin Agency. This coordination will cover river normalisation, construction of cliff safety structures, rehabilitation of irrigation networks, and the handling of the Simpang Empat-Talu road, which falls under the authority of the provincial government.

This programme alignment was discussed during an audience and coordination meeting between the National Monitoring and Evaluation Team of the PRR Task Force and the West Pasaman Regency Government on Tuesday (28/7). The meeting involved the Regional Disaster Management Agency (BPBD), Bappeda, the Public Works and Spatial Planning Agency (Dinas PUPR), the National Disaster Management Authority (BNPB), the Ministry of Public Works, and other relevant regional agencies.
