PRR Task Force Prepares 2 New Funding Schemes to Accelerate Permanent Housing Provision
The Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) for Sumatra is preparing two proposed policy measures to accelerate the provision of permanent housing (huntap) for communities affected by disasters in Aceh, North Sumatra, and West Sumatra.
The proposals include the use of the National Disaster Management Agency’s (BNPB) Ready-to-Use Fund (DSP) mechanism and an adjustment to the amount of assistance provided for permanent housing construction.
The Chairman of the Sumatra Post-Disaster Satgas PRR, Muhammad Tito Karnavian, stated that the DSP mechanism is proposed to support the construction of permanent housing both in-situ and through independent ex-situ methods. He noted that both schemes present a higher level of complexity compared to centralised or communal housing construction.
“For in-situ and independent ex-situ permanent housing under the responsibility of BNPB, the challenges are more complex because the locations are scattered. Therefore, we propose using the more flexible Ready-to-Use Fund mechanism,” said Tito following a Ministerial-level Coordination Meeting at the Coordinating Ministry for Human Development and Culture (Kemenko PMK) office in Jakarta, according to a written statement on Thursday (2/7/2026).
He explained that the DSP mechanism is expected to provide BNPB with the flexibility needed to accelerate the construction process of permanent housing across various affected regions. This would allow disaster survivors to move into safe, decent, and permanent dwellings as part of the recovery process.
In addition to the funding scheme, the Satgas PRR is also proposing an adjustment to the value of the permanent housing construction assistance. The current assistance of IDR 60 million per unit is considered insufficient to build habitable houses according to field conditions.
Tito explained that the proposal refers to various standard construction costs for houses. The Ministry of Housing and Residential Areas (PKP) estimates that the requirement for building habitable houses reaches approximately IDR 120 million per unit. Meanwhile, constructing habitable houses in Aceh requires a budget of around IDK 96 million per unit, while construction carried out by the Buddha Tzu Chi Foundation ranges around IDR 75 million per unit.
Based on this comparison, the Satgas PRR proposes increasing the permanent housing construction assistance to approximately IDR 80 million per unit to better align with real field requirements and support construction quality.
All proposals will be submitted to President Prabowo Subianto through the State Secretariat Ministry as material for government consideration in accelerating post-disaster rehabilitation and reconstruction in the Sumatra region.
The coordination meeting was led by the Coordinating Minister for Human Development and Culture, Pratikno.
Also in attendance were the Head of BNPB, Suharyanto; the Director General of Regional Administrative Development of the Ministry of Home Affairs, Safrizal ZA; and representatives from relevant ministries and agencies to strengthen synergy in accelerating post-disaster rehabilitation and reconstruction.
