PRR Task Force Must Expedite Release of SOE Land for Permanent Housing in West Sumatra
The Post-Disaster Rehabilitation and Reconstruction Task Force (PRR Task Force) conducted a working visit to West Sumatra on 21-22 May 2026 to expedite the construction of permanent housing (huntap). During the visit, the PRR Task Force team, comprising Brigadier General Yopie Sepang, Colonel Feksy D. Angi, Chief Commissioner Dennie Andreas, and other officials, visited Padang Pariaman and Agam regencies.
During a coordination meeting with Padang Pariaman Deputy Regent Rahmat Hidayat, a critical obstacle in huntap construction was identified: insufficient land availability. The local government is struggling to secure land for 215 households due to inadequate land assets. The Padang Pariaman Regency Government proposed that the temporary housing (huntara) land in Asam Pulau and Batang Anai, owned by PLN and the Sumatera V Water Resources Agency (BWS), be donated.
Brigadier General Yopie, representing Brimob Corps Commander Commissioner General Ramdani Hidayat as the PRR Task Force’s third deputy chair, held meetings and hearings in Agam Regency. Alongside Agam Regent Benni Warlis and local government officials, discussions focused on expediting the construction of collective permanent housing for 699 disaster-affected households.
During the meeting, the Agam Regency Government stated it had prepared 7.1 hectares of land spread across Dama Gadang in Nagari Dalko (5 hectares), BBI Lubuk Basung (1.1 hectares), and SDN 05 Kayu Pasak (1 hectare). However, this area remains insufficient, requiring an additional 3 hectares for huntap construction. To address the shortfall, Agam Regency proposed utilising the former HGU (Right to Cultivate) land of PT Palalu Raya, spanning 8 hectares. However, the proposal has yet to be implemented due to pending legal processes and land rights relinquishment at the Agam Regency Land Office (BPN).
As a follow-up, the PRR Task Force will coordinate with the Ministry of Public Works, BPI Danantara, and BP BUMN to resolve issues in Padang Pariaman. In Agam, acceleration efforts will involve facilitating coordination between the regency government and the Ministry of ATR/BPN.
Huntap construction is a priority under the completed Sumatra Post-Disaster Rehabilitation and Reconstruction Master Plan (Renduk PRRP). The document aims to complete all rehabilitation and reconstruction processes within three years, from early 2026 to 2028.
PRR Task Force Chair and Interior Minister Tito Karnavian stated that huntap construction is part of accelerating the fulfilment of basic rights for disaster-affected communities to secure safe and comfortable housing post-flood. “Priority issues to address in 2026 include huntap,” he said on 6 April 2026.
