The Langkat and Serdang Bedagai Regency governments have entered the implementation phase of post-disaster recovery programmes after allocating the entirety of the Additional Regional Transfer (TKD) funds within the 2026 Regional Budget (APBD). However, both regions continue to face various challenges.

The Rehabilitation and Reconstruction Acceleration Task Force (Satgas PRR) visited both regions to oversee the acceleration of these processes. This move implements the mandate of the Decree of the Coordinating Minister for Human Development and Cultural Affairs (Menko PMK) Number 25 of 2026, which aims to ensure that recovery in Sumatra aligns with the Master Plan and the provisions of the Additional TKD regulated in the Ministry of Home Affairs Circular Letter Number 900.

Monitoring was conducted by the PRR Task Force on 1 July in Langkat and 2 July in Serdang Bedagai through coordination meetings with local governments and field inspections.

In Langkat Regency, the local government has allocated the full amount of the Additional TKD, totalling Rp 352.27 billion, through Regent Regulation Number 20 of 2026. The largest portion of the budget has been allocated to the infrastructure sector, amounting to Rp 227.73 billion.

However, challenges remain, specifically regarding land provision for the construction of permanent housing (Huntap), which is currently hindered by pending approval from PTPN at one of the relocation sites. To expedite a resolution, the PRR Task Force will facilitate a meeting between the Langkat Regency Government and PTPN to find a solution.

The Langkat Regency Government also expressed the need for support in handling flood-affected communities who have lost their livelihoods through living assistance (jadup). The PRR Task Force stated it would forward this proposal to the Ministry of Social Affairs based on the data provided by the local government.

Meanwhile, Serdang Bedagai Regency has allocated its entire Additional TKD of Rp 226.29 billion through Regent Regulation Number 20 of 2026. The largest allocation is dedicated to the infrastructure sector, amounting to Rp 93.35 billion.

“The entire Additional TKD funds have entered the regional treasury, so the implementation of programmes is now entering the execution stage,” stated the Regional Secretary of Serdang Bedagai.

The tender process for road and bridge construction is scheduled to begin in mid-July, while the distribution of assistance for the agricultural sector will be adjusted to the ongoing planting cycle. Additionally, the procurement of supporting facilities for public services, such as refuse trucks and school furniture, is still progressing according to the goods and services procurement stages.

The PRR Task Force is also closely monitoring recovery needs in the health and public service sectors, including the rehabilitation of health facilities, school classrooms, and the fulfilment of supporting infrastructure for government services in the affected areas.

“The use of TKD provided from the State Budget must comply with the regulations explained in the Ministry of Home Affairs Circular Letter number 900 and must be maximised for the affected communities,” the PRR Task Force stated in its report.

Through this monitoring, the PRR Task Force emphasised that the focus of its assistance is now directed towards resolving various implementation obstacles to ensure that the utilisation of Additional TKD does not stall at the budgeting stage.

Task Force Head Tito Karnavian has actively encouraged all parties, from ministries to local governments, to work swiftly and responsively so that disaster survivors can feel the benefits. “Do not take too long. People affected by disasters do not want to suffer for an extended period. They have been suffering for seven months,” he remarked in mid-June.
